RUTLAND, Ohio — Mayor Tyler M. Eblin is announcing the completion of street paving in the Village of Rutland, following decades of deferred maintenance along six Village streets.Â
Brick Street, College Avenue, Hill Street, Long Street, Mulberry Street and Union Street each received a fresh asphalt overlay by The Shelly Company, the contractor selected for the project’s completion.
“Today, the Village of Rutland celebrates a major accomplishment—an investment in our Village transportation infrastructure that will last 20 years into the future,” comments Mayor Eblin. “We owe a sincere appreciation to the Meigs County Engineer’s Office for their overwhelming assistance in the success of the project, and to the Ohio Public Works Commission for providing the state funding necessary for the project’s achievement.”
Mayor Eblin explains the project was partially funded through the Ohio Local Transportation Improvement Program, administered by the OPWC, providing 74% of the funding necessary for the project’s completion. The Village’s recently enacted 1% income tax financed the remaining 26% of the project budget.
The Rutland Street Resurfacing Project (2025) pairs with other community development projects recently completed in the Village, include the Main Street Storm Sewer Improvement Project (2022), Locust Street Storm Sewer Replacement Project (2023), Miller’s Gas Station Abatement Project (2023), Salem Street Sidewalk Replacement Project (2023), Phase I Lynn Street Storm Sewer Improvement Project (2024), Phase I Rutland Civic Center Renovation Project (2024), and the Union-Long Street Storm Sewer Improvement Project (2025).Â
As the street resurfacing project nears archival, the newly created Rutland Village Planning Commission is discussing future projects, including flood mitigation infrastructure, sidewalk improvements, and blighted structure abatement.
