Public Service Committee Holds Second Hearing on Lynn and Weber Street Improvements

RUTLAND, Ohio — Continued discussion on proposed improvements along Lynn Avenue, Lynn Street and Weber Hill Road were held during the second committee hearing of Ordinance 2025-38, sponsored by Councilor Dakota Smith, which would authorize the Mayor to execute a loan from the Village's financial institution to complete the Lynn Street Phase II Storm Sewer Improvement Project, to include paving the roadway upon completion, and upgrading Weber Hill Road from a limestone to an asphalt surface.

Committee Chair Shawna Davis asked the Committee to consider eliminating the proposed surface improvements on Weber Hill Road, with Mayor Tyler Eblin citing federal and state funding through community development and tourism grants would available to accomplish this improvement. The Committee moved unanimously to withdraw Weber Hill Road improvements from the proposed ordinance.

General Contractor Travis Painter, representing Ohio Valley Outdoor Services, was in attendance and explained the proposed scope of work, which was subsequently amended by request of Eblin, contrary to the plan previously approved by then-Street Commissioner William Grubaugh.

According to Painter, the original scope of work included the excavation and installation of 120 linear feet of eight inch dual-wall culvert pipe and one polyurethane plastic catch basin with grating. At the recommendation of Mayor Eblin, the revised scope of work includes, in addition to the original scope of work, adding 20 linear feet of concrete precast and engineered channeled drain with steel grating, set diagonally across the street, connected to the proposed storm sewer, along with the removal and replacement of failed catch basin grates along State Route 124 near the Lynn Street intersection.

Mayor Eblin explains the changes to the original scope of work are necessary to address significant water runoff during rain events which has previously caused roadway damage, the wash out of private drives along the street and travel hazards to motorists during winter weather.

The bid for proposed storm sewer improvements as submitted by Ohio Valley Outdoor Services is $12,425.00, with the pavement bid received from McKee Paving to resurface Lynn Avenue and Lynn Street totaling $16,500.00 and includes milling butt joints at intersection roadways, cleaning debris from the roadway, application of tack to ensure adhesion, applying one and one half inch of #301 asphalt base with rolled compaction, followed by applying one and one half inch of #448 asphalt surface material with rolled compaction.

Mayor Eblin explains the Village is awaiting a second estimate from The Shelly Company at the request of the Public Service Committee. Depending on the second estimate, the total loan amount authorized in the proposed ordinance could be reduced from $40,000.00 to $28,925.00.

Ordinance 2025-38 will return to the Village Council for the third reading on Monday, April 13, 2026 at 7:00 p.m. at Rutland Civic Center.
