Public Service Committee Holds Hearing on Lynn Street Storm Sewer and Paving Improvements

RUTLAND, Ohio — The Rutland Village Council Committee on Public Service held its first committee hearing on legislation which, if passed, would usher in improvements to two neighborhoods in the Village of Rutland.

Public Service Committee Chair Shawna Davis called the meeting to order, with members Christopher Saber, Council President, and Dakota Smith, Councilmember.

Ordinance 2025-38, sponsored by Councilmember Dakota Smith, would authorize the Mayor to secure a loan from the Village's financial institution in an amount not to exceed $40,000.00 to finance a series of improvements to Lynn Street and Weber Street.

Mayor Eblin reported to the Committee the proposed Phase II Lynn Street Storm Sewer and Asphalt Resurfacing Project, which would involve the installation of approximately 130 feet of additional storm sewer connected to storm sewer recently installed along Lynn Avenue, followed by a repaving of both Lynn Avenue and Lynn Street. Eblin explained the estimated cost of this project would be approximately $22,500.00.

The Committee also received a report from Mayor Eblin regarding the proposed Weber Street Asphalt Resurfacing Project, which would involve upgrading Weber Street from a limestone surface to an asphalt pavement surface. Eblin noted the Village is awaiting a contractor's estimate, however, estimates the project will cost approximately the same amount as the pavement portion of the Lynn Avenue and Lynn Street project, which is $16,500.00.

Committee Chair Davis inquired if the paving project for Weber Street would extend to the end of the street, and suggested the Committee terminating the paving project at the end of the former Village maintenance garage. Davis also inquired if the base is sufficient for paving, with Mayor Eblin explaining it is possible a base would need to be constructed by the paving company, which would increase costs.

Committee Member Saber asked if the contractor could provide two separate quotes, one for paving Weber Street to the Village maintenance garage, and one for paving Weber Street in its entirety. Mayor Eblin noted that such request can be made.

The Committee unanimously voted to advance Ordinance 2025-38 back to the Village Council for the rescheduling a second committee hearing to discuss updated cost estimates.

The Rutland Village Council will consider adoption of the Committee recommendations during its next regular meeting scheduled for Monday, March 2, 2026 at 7:00 p.m. at Rutland Civic Center.
