Lynn Street Storm Sewer Construction to Begin by End of July Followed by Paving

RUTLAND, Ohio — Mayor Tyler M. Eblin is announcing planned improvements to Lynn Avenue and Lynn Street will tentatively begin during the last week in July with upgrades including the construction of a new storm sewer collection system and street resurfacing with asphalt treatment.

The scope of work includes excavating and installing a french drain at the end of Lynn Avenue to ensure improved collection of rainwater runoff, followed by the excavation and installation of 120 feet of dual wall culvert pipe, connected to newly constructed storm sewer installed in 2024. To augment rainwater collection, contractors will add an additional catch basin at the intersection of Lynn Avenue and Lynn Street. Once storm sewer construction is completed, the entire street, 420 feet in length, will be paved with new asphalt.

The total cost of the project is $31,817.50. The Rutland Village Council had previously passed an ordinance authorizing the Village of Rutland to borrow money to finance the project, with a loan issued by the Village treasury. Both the loan's principal and interest are amortized for a period of six years beginning in August of this year, and will be repaid utilizing the Village's income tax revenue.

"Those residing in the Lynn neighborhood have experienced the results of failing infrastructure for decades. After kicking the can down the road for years, we are finally picking it up and throwing it in the garbage, along with the faulty infrastructure that continues to plague this community," comments Mayor Eblin.

In addition to the Lynn Avenue and Lynn Street improvements, Mayor Eblin confirms failing catch basins along Ohio State Route 124 will also be reconstructed with new grating.
