The Village of Rutland Civic Center Renovation Project is centered on the revitalization of a beautiful historic building that has stood strong in the service of the Rutland community for more than 68 years. With the construction of the Rutland Civic Center building completed in 1957, a majority of the building's assets and facilities have exceeded their life expectancy. To rejuvenate and extend the life of the structure and its facilities for decades to come, Mayor Tyler M. Eblin launched the Rutland Civic Center Renovation Plan in 2020. As of March, 2024, the Rutland Civic Center has received more than $70,000.00 in improvements, highlighted below, financed through contributions and grant funding, with the Village earmarking a local share.

The Project's estimated total budget, with all phases included, is $1,811,000. The Project's Phase 1 subtotal budget is $97,500; phase 2 subtotal budget is $17,500; and phase 3 subtotal budget is $1,696,000. Funding for phase 1 originated through the American Rescue Plan Fund, Community Development Block Grant and community donors. Phase 2 funding is provided by the Village's general fund and community donors, while phase 3 funding is pending approval by the United States Environmental Protection Agency.

Phase 1 includes three subphases focused on weatherization of the building and the renovation of common areas and the building's gymnasium. Phase 1-A, weatherization improvements, was funded through the American Rescue Plan Fund and community donors with a final subphase budget of $14,500. Phase 1-B, renovation to the gymnasium and common areas, was funded through the Community Development Block Grant and community donors with a final subphase budget of $83,000.
Renovation work initially began in the spring of 2023 with the replacement of 26 single pane window units with energy-efficient windows, with Quality Window Systems, Inc., selected as the general contractor. Windows in all rooms of the building, excluding the gymnasium and gymnasium storage room, were replaced.
In the fall of 2023, work began in the building's common areas. Corridors received a fresh coat of paint and stair railings were sanded and repainted. The installation of new ceilings and new floor tiles in the corridors was removed from Phase 1 and will be integrated with a separate project phase. The concession room received a fresh coat of paint; ceiling repairs; cabinetry renovation with new paint and hardware; new flooring; new kitchen appliances, including a stove and refrigerator; and electrical modifications to better serve kitchen facilities. Restrooms received a fresh coat of paint to walls, ceilings and toilet partitions.
In the spring of 2024, renovations to the building's gymnasium began, with current work nearing completion. Gymnasium renovations include the application of new paint to interior walls; replacement of 1,500 square of damaged, rotted flooring; the sanding, refinishing and game line marking of the entirety of the gymnasium floor, 7,200 square feet in size; the installation of new baseboards; the deconstruction and renovation of bleachers; the installation of new scoreboards and the installation of new entry and exit doors.
🟡 Engineering in Progress
Phase 2, currently undergoing engineering studies and planning, includes two subphases focused on replacement of the building's roofing system and clerestory windows. Phase 2-A involves the replacement of the nearly 14,000 square foot roofing membrane, originally installed in 1998 and has reached its life expectancy. Phase 2-B involves the replacement of all clerestory windows in the gymnasium. Budgetary figures will be released as soon as the engineering process is completed.
Phase 2, with a budget of approximately $2,500 per room, is centered on improvements to the Village's administrative offices and will tentatively include:
Renovation of the Department of Parks and Recreation to include new wall paint, ceiling repairs and flooring.
Renovation of the Department of Police to include new flooring.
Renovation of the Office of the Mayor and Office of the Clerk-Fiscal Officer to include removal of the Mayor's restroom, construction of separation banisters and a Clerk's counter; a reconfiguration of cable wiring; electrical improvements; new wall paint, ceiling repairs and flooring.
Renovation of the Department of Public Records to include new wall paint and flooring.
Construction of a new Council Chamber in the former Department of Public Service.
Renovation of the Gymnasium Storage Room to include new wall paint, ceiling repairs, lighting and flooring, to house the Department of Public Service.
Installation of new drainage and dehumidifier system in the building's basement mechanical rooms.
Renovations planned during Phase 3 will be the most costly, budgeted at $1,696,000 and will primarily focus on the building's roofing and HVAC systems, along with continued weatherization improvements, and will tentatively include:
Replacement of the building's 13,000 square feet existing TPO roofing system.
Replacement of clerestory windows in the building's gymnasium.
Installation of new energy efficient air conditioning and furnace systems to adequately and efficiently temperature regulate the building as a whole.
Installation of solar panels to power the building.
Installation of emergency generators to power the building in the event of electrical power failure.
