After months of applying maximum pressure and hacking the system at the central ministry level, we officially launched our phase-two strategy on World Meatless Day (Nov 25): shifting the advocacy battlefield from "central administrative directives" down to "local council legislation." Joining forces with cross-party legislators, we held a press conference demanding that all city and county governments amend their "School Lunch Autonomy Regulations" to mandate the inclusion of "low-carbon plant-based proteins."
【Core Strategic Demands & Tactics】
Data-Driven Proof for Institutionalization: We weaponized national data, proving that only cities that explicitly wrote "one Veggie Day per week" into their local autonomy laws (like Taichung and Tainan) achieved over 90% compliance. We used this hard evidence to reject mere "verbal encouragement" and demand concrete legislation.
Leveraging National Laws for Local Compliance: We strategically leveraged three major national legal frameworks—the Climate Change Response Act, Food and Agricultural Education Act, and Nutrition and Healthy Diet Promotion Act—to frame local adoption of plant-based proteins not as an option, but as an absolute legal obligation.
Targeting Health & Food Safety Pain Points: Pivoting from a purely environmental narrative, we struck directly at parents' core concerns. We highlighted that 1 in 3 Taiwanese children is overweight and used the escalating supply chain risks of animal diseases (like African Swine Fever) to position plant-based proteins as the ultimate solution to campus health and food safety crises.
Weaponizing Upcoming Elections: We preemptively mapped out our political leverage, announcing a campaign to force mayoral candidates across all parties to commit to amending the School Lunch Autonomy Regulations. This transforms plant-based diets into a political promise that candidates cannot evade.
