After months of applying maximum pressure and hacking the system at the central ministry level, we officially launched our phase-two strategy on World Meatless Day (Nov 25): shifting the advocacy battlefield from "central administrative directives" down to "local council legislation." Joining forces with legislator, we held a press conference demanding that all city and county governments amend their "School Lunch Autonomy Regulations" to mandate the inclusion of "low-carbon plant-based proteins."

在發動「地方包圍中央」的記者會後,我們隨即在立法院召開跨部會協調會。這次,我們拒絕任何空泛的政策宣示。針對 8/28 達成的共識,我們直接對五大部會進行「實質派工」,並在會議紀錄中白紙黑字鎖死各項政策的上路死線(Deadlines)。這是一場對官僚體系的全面系統升級:
1. 法規與標章「死線」鎖定 (Locking in Regulatory Deadlines)
衛福部食藥署承諾於 11 月底前完成 Vegan(全植物素)標示的預告與意見收集,並強制鎖定於 2026 年 2 月底前正式公告施行,不容再有拖延 。
衛福部國健署宣布於年底前完成 DII(飲食發炎指數)設計成果,並以此為基礎,於 2026 年正式推出史無前例的《全植物飲食指南》 。
2. 碳足跡「通用資料庫」正式啟動 (Launching the Universal Carbon Database)
徹底打破過去「單一廠商高價申請」的門檻。農業部已於 11/21 正式送出首批 24 個農產品的「通用碳排係數」供審查 。
環境部氣候署承諾於年底前上線全新碳足跡系統,並於下個月將「碳排放係數使用指引」報請部長核定,讓全台學校與餐飲業者未來都能免費、無痛地計算減碳量 。
3. 供應鏈重塑與校園營養基準翻轉 (Reshaping Supply Chains & Campus Nutrition)
教育部承諾於明年度正式啟動《學校午餐手冊》與營養基準的修訂,解決現行偏重動物性蛋白的弊病,並研議將豆奶及植物性飲品納入實質的「補助與獎勵機制」 。
為了支撐校園的植物性蛋白需求,要求農業部扛下源頭供應責任,定下明年將大豆種植面積提升至 1 萬公頃、產量達 2.5 萬公噸的硬性 KPI,建立強大的國產大豆供應鏈 。
4. 終結政府帶頭的「肉食綁架」 (Ending Government-Sponsored Meat Mandates)
針對環境部「首惜廚師」等官方賽事過去竟「限制必須使用動物性蛋白」的荒謬規定,我們強制要求環境部檢視並修改簡章,並於下一屆賽事明確納入豆腐、豆皮等植物性食材,確保中央推廣活動與低碳國策方向一致 。
Following our press conference launching the "local surrounding the central" strategy, we immediately convened a cross-ministerial coordination meeting in the Legislative Yuan. This time, we rejected all vague policy declarations. Based on the consensus reached on August 28, we shifted to "direct task assignment," locking in hard deadlines for five major ministries in the official records. This was a comprehensive system upgrade for the bureaucracy:
1. Locking in Regulatory Deadlines
We forced the Taiwan FDA (MOHW) to commit to completing the pre-announcement of the Vegan label by the end of November, locking in February 2026 as the hard deadline for official implementation.
Health Promotion Administration (MOHW) announced to finalize the Dietary Inflammatory Index (DII) results by year-end. This will serve as the scientific foundation for launching Taiwan's first-ever Fully Plant-Based Diet Guidelines in 2026.
2. Launching the Universal Carbon Database
We completely dismantled the barrier of "expensive, single-brand carbon certifications." The Ministry of Agriculture officially submitted the first batch of 24 "universal carbon emission coefficients" for agricultural products on Nov 21 for review.
The Climate Change Administration (MOENV) committed to launching the new carbon footprint system by year-end and submitting the "Carbon Coefficient Usage Guidelines" for ministerial approval next month. This ensures schools and restaurants nationwide can easily and freely calculate their carbon reductions.
3. Reshaping Supply Chains & Campus Nutrition
The Ministry of Education committed to officially revising the School Lunch Manual and nutritional standards next year to correct the current bias toward animal proteins. Furthermore, they are mandated to evaluate incorporating soy milk and plant-based beverages into actual "subsidy and incentive mechanisms".
To support the surging campus demand for plant-based proteins, we forced the Ministry of Agriculture to secure the upstream supply chain. They established a hard KPI for next year: expanding domestic soybean cultivation to 10,000 hectares with a yield of 25,000 tons.
4. Ending Government-Sponsored Meat Mandates
Targeting absurd regulations in official culinary competitions (like the MOENV's "Top Chef" event) that previously required the use of animal protein, we mandated the Ministry of Environment to immediately revise their rulebooks. They must explicitly include plant-based ingredients like tofu and yuba in upcoming competitions, ensuring promotional events align with national low-carbon policies.
