On the eve of the new school semester, we held a joint press conference with legislators and parent representatives to address the core issues of the current campus "Veggie Day" —its ineffectiveness and high food waste. We are not just advocating for plant-based diets; we are demanding that the Ministry of Education (MOE) eliminate its discriminatory double standards against plant-based proteins at the regulatory level, officially launching "School Veggie Day 2.0."

8/28 的跨部會會議,是檢視 4/22 與 6/5 政策承諾的「期中考」。在這場會議中,衛福部食藥署正式將 8/21 達成的「官方 Vegan 標章」戰果匯報入跨部會紀錄,宣告台灣將與國際 ISO 23662 標準接軌。
然而,面對其他部會的技術性拖延與敷衍了事,我們直接從實務數據切入,發動了三大核心攻防:
1. 打破「碳足跡貴族制」:拒絕官僚的菁英式拖延 (Shattering the Carbon Footprint Aristocracy) 環境部氣候署與農業部坦承,現行 ISO 14067 碳足跡認證費用極高,中小企業與小農根本無力負擔。但氣候署仍以「需要科學方法學」為由,拒絕立即提供通用的碳排數據。我們嚴正反擊這種「碳足跡貴族制」,直指若要求學校跟餐廳自己花大錢去精算,政策根本無法落地。我們強烈要求政府立即啟動「簡易版通用平均係數」,讓大眾與機關現在就能開始計算減碳量,拒絕用追求完美數據的藉口,拖延眼前的氣候行動。
2. 揪出「隱形手冊」,加碼要求「全植物性指南」 (Uncovering the "Invisible Manual" & Demanding a "Fully Vegan" Guide) 我們發現衛福部國健署雖然製作了《植物為主飲食手冊》,卻將其深藏在附屬網站的底層,必須刻意搜尋關鍵字才能找到,淪為應付了事的「隱形政績」。我們強烈要求國健署必須將手冊移至主官網顯眼處。更進一步,我們指出台灣有數十萬人不吃奶蛋,現行的手冊卻仍含動物成分,強力要求國健署必須研擬全新的「全植物性飲食手冊 (Fully Plant-Based Diet Manual)」,真正照顧到所有族群的健康平權。
3. 戳破「校園蔬食日」政績泡沫,逼迫訂定 KPI (Bursting the "School Veggie Day" Bubble & Demanding KPIs) 針對教育部國教署的報告,我們直接調出數據:全國實施蔬食日的學校數量,這三年來竟一直停滯在 1,600 所(不到全國五成),毫無長進。我們強烈要求教育部不能只停留在「宣導」,必須立刻制定具體的「蔬食日提升計畫」與「廚餘改善報告」,並將其列入國家的具體 KPI 績效中,終結校園蔬食政策多年的空轉。
The August 28th cross-ministerial meeting served as a rigorous midterm review of the commitments made on April 22nd and June 5th. During this session, the FDA (MOHW) officially entered our August 21st victory—the creation of the official Vegan label aligned with ISO 23662—into the national inter-ministerial records.
However, faced with technical delays and bureaucratic complacency from other ministries, we armed with hard data and practical insights, we launched three major offensives:
1. Shattering the "Carbon Footprint Aristocracy" The Ministry of Environment (MOENV) and Ministry of Agriculture admitted that the current ISO 14067 carbon footprint certification is prohibitively expensive for small farmers and businesses. Yet, the MOENV used the need for "strict scientific methodologies" as an excuse to delay providing universal carbon data. We fiercely attacked this "carbon aristocracy," arguing that expecting schools and everyday restaurants to pay for complex carbon auditing guarantees policy failure. We demanded the immediate rollout of a "Simplified Universal Average Coefficient," allowing public institutions and consumers to start calculating their climate impact today, rather than letting the pursuit of perfect data delay urgent climate action.
2. Uncovering the "Invisible Manual" & Demanding a "Fully Vegan" Guide We exposed that while the Health Promotion Administration (MOHW) spent resources creating a "Plant-Based Diet Manual," they buried it deep within a secondary website, treating it as an "invisible KPI" that required specific keywords to find. We demanded the manual be moved to the forefront of their main site. Furthermore, pointing out that hundreds of thousands of Taiwanese do not consume dairy or eggs, we criticized the current manual for still including animal products. We aggressively demanded the creation of an entirely new "Fully Plant-Based Diet Manual" to ensure health equity for the vegan population.
3. Bursting the "School Veggie Day" Bubble & Demanding KPIs When the Ministry of Education presented their report, we used their own data against them: the number of schools implementing Veggie Day has stagnated at 1,600 (less than 50% nationwide) for three consecutive years. We demanded that the Ministry stop relying on passive "promotion" and immediately formulate a concrete "Veggie Day Enhancement Plan" and a "Food Waste Reduction Report," officially integrating these metrics into national KPIs to end years of policy stagnation.
終結植物肉法規雙標 要求教育部修改校園低碳蔬食日指引,將「植物肉、素鬆」改採正面表列,洗刷加工污名,使其與香腸、臘肉等動物性加工品享有平等待遇。
校園蔬食績效強制透明化 要求教育部訂定提高「學校蔬食日」參與數量的具體目標,並強制每年彙整公開「學生滿意度與廚餘統計結果」,以數據監督政策,終結形式主義。
植系食育強制入軌 針對全國廚務人員與營養師的「學校午餐培力課程」,強制要求教育部將《植物為主飲食手冊》納入教材,並以圖表清楚對比動植物碳排,提升第一線人員的減碳專業。
法規解套推動「豆奶入校」 要求教育部與衛福部針對「校園豆奶取代牛奶」提出具體的法規檢討與修正時程,並由農業部介入協調加工資源,確保多元飲品入校的產品穩定度。
催生國家級《全植物性飲食手冊》 逼迫衛福部國健署不僅須將現行手冊移至官網首頁強制曝光,更須配合 2026 年上路的官方 Vegan 標章,全新制定完全去除奶蛋成分的《全植物性飲食手冊》(PVD)。
建置「碳排通用資料庫」打破技術門檻 拒絕昂貴的單一碳足跡認證制。強制環境部與農業部啟動「農產品碳排放通用係數資料庫」,並優先納入教育部提供的校園常用食材,讓中小企業與學校能無痛計算減碳量。
五大部會強制交出獨立 KPI 要求農業部、衛福部、經濟部、教育部等部會,不准再各自為政,必須統一參考環境部的格式,分別交出專屬該部會的「低碳蔬食行動計畫」。
植物蛋白列入國家評選「必備標配」 防堵地方推廣活動開倒車(如限制僅能使用動物蛋白)。強制環境部與經濟部修改全國性低碳飲食與盒餐甄選辦法,將「增加植物性蛋白比例」列為必選與加分核心指標。
運用國家採購資源 要求經濟部將符合植物性蛋白核心指標的「獲獎低碳盒餐」,優先推送至公部門採購清單與員工餐廳,將活動推廣實質轉化為政府的採購工具。
啟動「植物性外銷國家隊」 要求經濟部國際貿易署配合衛福部將公告的「全植物素」規範,實質輔導業者取得 ISO 23662 或 V-label 等國際認證,並透過國際展會全力打造台灣 Plant-based 食品外銷的示範案例。
1. End Regulatory Double Standards for Plant-Based Meats Mandated the Ministry of Education (MOE) to revise the campus Low-Carbon Veggie Day guidelines to explicitly and positively list "plant-based meats and vegan floss." This eliminates the stigma of being "overly processed" and grants them equal regulatory status with animal-based processed meats like sausages and bacon.
2. Mandatory Transparency for Campus Veggie Day Performance Forced the MOE to set concrete targets for increasing "School Veggie Day" participation rates. We mandated the annual public release of "student satisfaction and food waste statistics" to enforce data-driven policy oversight and put an end to formalistic compliance.
3. Mandatory Integration of Plant-Based Food Education Targeting the national training programs for chefs and dietitians, we mandated the MOE to hardwire the Plant-Based Diet Manual into the official curriculum. This includes using clear visual charts comparing animal versus plant carbon footprints to elevate the carbon-reduction expertise of frontline culinary staff.
4. Regulatory Unlocking for "Soy Milk in Schools" Demanded the MOE and the Ministry of Health and Welfare (MOHW) provide a concrete regulatory review and amendment timeline for "replacing cow's milk with soy milk on campuses." We also mandated the Ministry of Agriculture to coordinate processing resources to ensure product stability for introducing diverse plant-based beverage options to schools.
5. Spawning the National "Fully Plant-Based Diet Manual" (PVD) Forced the Health Promotion Administration (MOHW) to not only move the current manual to its homepage for mandatory exposure, but also to draft an entirely new Fully Plant-Based Diet Manual (PVD) that completely excludes dairy and egg components, aligning with the upcoming 2026 official Vegan label.
6. Establishing a "Universal Carbon Database" to Break Technical Barriers Rejected the prohibitively expensive single-product carbon footprint certification system. We mandated the Ministries of Environment and Agriculture to launch a "Universal Carbon Emission Coefficient Database for Agricultural Products," prioritizing common school ingredients provided by the MOE, allowing SMEs and schools to calculate carbon reductions seamlessly.
7. Forcing Five Major Ministries to Deliver Independent KPIs Demanded that the Ministries of Agriculture, Health and Welfare, Economic Affairs, and Education stop acting in silos. They are now compelled to adopt the Ministry of Environment's standardized format and each deliver their own dedicated, measurable "Low-Carbon Plant-Based Action Plan".
8. Making Plant Protein a "Mandatory Standard" in National Competitions Blocked local promotional events from regressing (e.g., restricting cooking competitions to animal proteins). We forced the Ministries of Environment and Economic Affairs to revise national low-carbon diet and bento selection guidelines, making "increasing the proportion of plant-based protein" a mandatory requirement and a core bonus-point metric.
9. Hijacking National Procurement Resources Demanded the Ministry of Economic Affairs prioritize pushing "award-winning low-carbon bentos" (that meet the plant-based protein metrics) onto public sector procurement lists and employee cafeterias, effectively transforming promotional events into actual government purchasing tools.
10. Launching the "Plant-Based Export National Team" Mandated the International Trade Administration (MOEA) to align with the MOHW's upcoming "Vegan" regulations to substantively assist businesses in obtaining international certifications (e.g., ISO 23662 or V-label). Through international exhibitions, they must actively build showcase examples for Taiwan's plant-based food exports.
