Launch Retail Carbon Labeling Pilots: Following international precedents like Tesco and Carrefour, require the government to initiate carbon labeling pilot programs starting at accessible retail endpoints like supermarkets and convenience stores.

1. 遭遇官僚之牆 會議初期,各部會展現了典型的穀倉效應(Silo Effect):
環境部氣候署:主張已建立上百項碳足跡方法學,但堅持採取「企業自願申請」制,不願給出通用標準。
環境部環保司:將業務嚴格切割,表明只負責「惜食推廣」,拒絕承接飲食減碳與廚師培訓業務。
農業部:表示僅負責農產品「生產端」的碳排,加工與後端通路的碳排應由下游業者自行計算。
2. 意外的破口 僵局中,教育部國教署點出了現行機制的致命傷:
學校營養午餐使用的食材高達 3,000 多種,而環境部網站上僅有的 90 幾種「特定廠商」碳標籤,對學校中央廚房來說根本無法實務對接,導致校園飲食減碳無從算起。
3. 民間的致命一擊 我們立刻抓住這個實務痛點,反轉談判局勢。
我們直指環境部的「單一廠商認證制」行不通,並引述《Science (2018)》等國際權威期刊的作法,強力要求政府必須直接建立「通用食材的平均碳排係數」(例如:一般豬肉、一般高麗菜的平均碳排)。
唯有提供通用的基礎科學數據,教育部、公部門與大眾才能真正開始計算並落實飲食減碳,徹底排除了政策落地的技術障礙。
The hardest part of policy advocacy isn't pitching a vision; it's dismantling administrative evasion. During the closed-door coordination meeting on June 5th, we successfully leveraged inter-ministerial contradictions to force a more viable, national-level carbon reduction solution.
1. The Bureaucratic Wall Initially, the ministries displayed classic silo effects:
Climate Change Administration (Ministry of Environment): Claimed to have established hundreds of carbon footprint methodologies but insisted on a "voluntary corporate application" system, refusing to provide universal emission standards.
Department of Environmental Sanitation (Ministry of Environment): Strictly compartmentalized its duties, stating they only handle "food waste reduction" and explicitly refusing to take responsibility for dietary carbon reduction or chef training.
Ministry of Agriculture: Deflected by stating they only calculate emissions at the "production end," leaving downstream processing and retail emissions for operators to figure out themselves.
2. The Catalyst Amidst this deadlock, the K-12 Education Administration (Ministry of Education) exposed a fatal flaw in the current policy: school lunches utilize over 3,000 different ingredients. The Ministry of Environment's system—which only listed around 90 carbon labels tied to "specific corporate brands"—was practically useless for school central kitchens, making it impossible to calculate or implement carbon reductions in campus dining.
3. The NGO's Fatal Strike We immediately seized upon this practical bottleneck to turn the tables. We pointed out the unworkability of a "brand-specific certification system" and cited authoritative international journals like Science (2018) to demand a paradigm shift. We strongly urged the government to directly establish "Universal Category Coefficients" (e.g., the average carbon footprint for generic pork or generic cabbage). Only by providing baseline universal scientific data can the Ministry of Education, restaurants, and the general public truly begin to calculate and track dietary carbon reductions, completely removing the technical barriers to policy execution.

1. 破解「法規與翻譯」的技術盾牌(官方 Vegan 標示案)
衛福部試圖以涉及 WTO 技術性法規通報及「中英文翻譯需與業者研議」為由,企圖延長法規上路的時間。我們拒絕讓政策無限期擱置,憑藉立委的政治施壓,當場鎖死「兩個月」的死線,要求衛福部必須交出具體進度。
2. 竄改國家時鐘:要求「植物性轉型」提前三年
環境部官員企圖將「植物性蛋白取代肉類」邊緣化,聲稱這只是 2031 年後的中長期「構想」。我們直接砸出丹麥、荷蘭等國由農業部主導的國家級轉型實績,強勢主導會議走向,逼迫環境部承諾將轉型期程「提前三年(至 2027 年)」,並要求下次會議必須交出修正草案。
3. 拆解「互踢皮球」的部門穀倉(植系廚師國家隊培訓案)
面對推動低碳植物性廚師培訓的要求,環境部與衛福部在會議上大打太極,互相推諉責任歸屬。我們不隨之起舞,直接從系統源頭下手,強烈要求將「低碳植物性飲食永續課程」強制寫入明年度的國家淨零行動計畫與預算中,徹底封死官僚卸責的空間。
4. 終結「數據傲慢」,逼出全民秒懂的「直覺碳標示」
針對碳排係數,環境部仍執迷於複雜的「產業關聯推算」與高門檻的 ISO 查驗,甚至荒謬地要求消費者買便當時自己乘上重量來計算碳排。我們痛批這種「方法學傲慢」,強烈要求政府統一給出「通用平均係數」,最終逼出官員當場承諾:放棄複雜數字,未來將採用類似能源分級的「顏色區分」直覺設計,讓全民一眼秒懂產品碳排高低。
While public hearings are the stage for securing official mandates, closed-door coordination meetings are the real battlegrounds to ensure those mandates aren't reduced to empty promises. Faced with standard bureaucratic tactics—technical delays, regulatory shields, and responsibility deflections—we refused to compromise. In the June 5th cross-ministerial meeting, we secured four major policy breakthroughs:
1. Shattering the "Regulatory Translation" Shield (Official Vegan Labeling) The Ministry of Health and Welfare attempted to delay implementation by citing WTO technical regulations and the need to "further discuss translation nuances" with the industry. We refused to let the policy be indefinitely shelved. Leveraging legislative pressure, we imposed a hard two-month deadline, forcing the Ministry to deliver actionable progress.
2. 4. 本次公文更是針對前次共識,進一步防堵官僚的技術性推諉,強勢下達四大強化追蹤指令:
1. 統一碳排計算標準(強化「菜單碳標示」進度):
針對環境部缺乏通用數據的漏洞,要求氣候變遷署整合各主管機關,正式公告統一的「食材碳排計算方法學及係數」,徹底排除各部會以「標準不一」作為拖延的藉口。
2. 政策期程提早三年(強化「重寫國家時間表」承諾):
針對原訂於 2030 年後才啟動的「植物性蛋白替代肉類蛋白計畫」,要求各部會明確納入行政院關鍵戰略行動計畫。同時將啟動時間提前三年至 2027 年,並責成環境部提出具體施行範例,不容許政策空轉。
3. 提交具體量化行動計畫(防堵「紙上談兵」與列管敷衍):
嚴禁各部會的低碳蔬食行動僅停留在「構想或列管階段」,要求下次會議必須針對前次各項結論,提出具備「明確執行細節、責任單位及量化目標」的具體落實方案。
4. 追蹤 Vegan 標示與校園豆奶進度(鎖定衛福部與教育部 KPI): 不容許行政程序無限期拖延,要求衛福部針對「Vegan 納入標示規定」提出明確完成期程與執行成果報告;並要求同步回報「校園以豆奶代替牛奶」的實質評估情況與後續動作。
On June 10th, the Legislator's office issued an official dispatch explicitly declaring that the follow-up meeting in two months will simultaneously review the progress of both the April 22nd Public Hearing (the Top 10 Policy Mandates) and the June 5th Coordination Meeting. Past commitments are not reset; they are merged to form a rigorous, dual-evaluation baseline. This dispatch specifically plugs the loopholes of bureaucratic evasion by enforcing four tightened directives based on previous agreements:
1. Standardize Carbon Metrics (Reinforcing "Carbon Labeling"): Targeting the lack of universal data, this directive forces the Climate Change Administration to coordinate with all authorities to officially publish a unified "Carbon Emission Calculation Methodology and Coefficients," eliminating any excuses regarding inconsistent technical standards.
2. Accelerate the Policy Timeline by 3 Years (Reinforcing "Rewriting the National Timeline"): To prevent policy stalling, ministries are now required to explicitly incorporate the "Plant-Based Protein Substitution Plan" into the Executive Yuan's Key Strategic Action Plans. The launch is forcefully advanced by three years to 2027, with the Ministry of Environment tasked to provide concrete implementation frameworks.
3.
