Valley Notary has been reopened in a new location for 2023 to the foreseeable future under the following conditions:
1. All services will be BY APPOINTMENT ONLY!
2. You must arrive for your appointment within 15 mins before or after the scheduled appointment.
3. Only those persons necessary to the transaction should come to the office. i.e. The buyer(s) and seller(s) of a vehicle.
4. Parties to the transaction will remain outside the main office in the smoking area or outside the doors to complete the paperwork.
5. It is requested that all payments be made via Credit or debit card when possible.
6. There will be NO AFTER HOURS appointments.
7. If you are experiencing any symptoms of cold or flu we request that you not schedule an appointment for our safety, yours and that of others. There will be wipes with which to clean your hands before any work takes place.
I realize these seem like cumbersome steps, but necessary for everyone's safety. Additionally, we will have to increase our normally low admin fees to offset the costs of the added safety precautions.

A NOTE TO MY VALUED CUSTOMERS: I would like to extend my apologies to all who have called seeking services, specifically tag and title services the last few weeks. With the state closed down, I had a limited number of plates which I was able to issue. I, like most notaries, am awaiting the reopening of PennDot so that I may order more and continue serving you. Additionally, I have been experiencing medical issues that have required me to close sporadically over the last several weeks. I apologize for not being able to answer your calls during this time. Until such time as I can get new plates in and my medical issues are resolved, I will unfortunately have to remain closed. I am sorry for any inconvenience this may cause. Please bear with me. Notary fees in the Commonwealth of PA are established and fixed by the state. Each notary may establish administrative fees for their services and these can vary widely from region to region and notary to notary. Most will charge a modest fee for these services. If there are multiple notaries in your area, it may benefit you to call around and determine what these rates are. This is particularly true for notaries who act as PennDot Full Agents. It is also important to find out what forms of payment the notary is willing to accept; Cash, check, money order, credit/debit card, before you head out. Valley Notary Services accepts all of the forms listed above. Credit/debit card transactions are subject to an additional credit card processing fee of 2.75% of the total transaction amount. If you decide to pay by check, you will be asked to write two checks, one to Commonwealth of PA for their fees, and a second to Valley Notary Services for their fees. A bad check fee of $50 will be charged for all returned checks.
Both parties to the transaction MUST be present.
Both parties MUST have current ID/Drivers License.
Purchasing party MUST have proof of Financial Responsibility.
Selling party MUST have clear title to the vehicle.
Selling party MUST have available the current mileage.
Selling party MUST inform the Full Agent of the purchase price.
Selling party MUST inform the Full Agent of vehicle condition.
If the purchasers actual address differs from that on their drivers license, they MUST provide proof of change of address notification with PennDot.
One of the most frequently asked questions I get when people come in for PennDot work is, "What does it cost?" The answer is not always simple. The following counties in PA have opted to assess a $5 fee for what is known as "Local Use Fund". The purpose is to make money available to the counties for local transportation purposes.

The following will give a rough estimate for a very basic title transfer and plate purchase. Our example will assume a car (trucks, trailers and motor homes are calculated differently) with a purchase price of $1000, and the customer is using a credit card to pay all fees.
PennDot fees (fixed by the state):
Sales tax on $1000 = $60.00 (6%x1000)
Title fee = $53
Registration fee = $37
County fee = $5 (if the county of registration requires it)
Your total due to PennDot would be $155
Notary fees (will differ by notary - fees reflect those charged by Valley Notary Services):
Temporary Plates = $30
Notarization = $10
Clerical fee = $30 (Current law allows max of $118 for manual processing and $141 for online processing)
Total PennDot fees =$155
Total Full Agent/Notary fees = $70
CC fee = $6.19 ($225 x .0275)
The total cost to the customer in this case would be $155 + $70 + 6.19 = $231.19
