Celebrarea Zilei Dreptului Internaţional Umanitar la nivel național are la bază prevederile Legii nr. 177/2013. Pe cale de consecință, manifestarea este inclusă în calendarul activităților cultura-educative ale Județului Prahova, fiind sustinuta de principalele structuri ale administrației publice cum ar fi: Instituția Prefectului, Consiliul Județean și Primăria Municipiului Ploiești și de numeroase instituții culturale și educative locale.

Ajunsă la ce-a de-a VI-a ediție, manifestarea din acest an a fost dedicată, de Asociația Română de Drept Umanitar – Filiala Prahova, marcării a 70 de ani de la adoptarea Convențiilor de la Geneva din 12 august 1949. Între activitățile desfășurate în colaborare cu Inspectoratul Școlar Prahova, Academia de Poliție „Alexandru Ioan Cuza”, București, Biblioteca Județeană „Nicolae Iorga” Ploiești s-au numărat: organizarea unei conferințe internaționale, a unor concursuri de pictură și creații civico-literare pentru elevi, vernisarea unei expoziții de pictură, editarea prezentei lucrări și a catalogului ediției.

Ca de fiecare dată, organizatorii au lansat cu prilejul Zilei Dreptului Internațional Umanitar, „Apelul de la Ploiești (III), adresat autorităților și organizațiilor guvernamentale și neguvernamentale naționale și internaționale competente cu privire la cunoașterea, respectarea și aplicararea prevederilor instrumentelor juridice de drept internațional umanitar.

Pacea, obiectivul fundamental al omenirii pentru care militează dreptul internațional umanitar, are nevoie de o analiză aprofundată și responsabilă în ceea ce privește resorturile sale fundamentale, perspectivele concrete și condițiile care ar face-o posibilă. Din acest punct de vedere, prezenta lucrare reprezintă o modestă contribuție la eforturile comune în favoarea păcii și conștientizarea opiniei publice naționale și internaționale asupra pericolelor pe care le pot naște conflictele armate.

The celebration of the International Humanitarian Law Day at the national level is based on the provisions of Law no. 177/2013. As a consequence, the manifestation is included in the calendar of cultural and educational activities of Prahova County, being supported by the main structures of the public administration, such as the Prefect Institution, the County Council and the City Hall of Ploiesti and many local cultural and local educational institutions.

At its 6th edition this year's event was dedicated by the Romanian Association of Humanitarian Law - Prahova Branch, marking the 70th anniversary of the adoption of the Geneva Conventions of August 12, 1949. Among the activities in collaboration with the Prahova School Inspectorate, "Alexandru Ioan Cuza" Police Academy, Bucharest, "Nicolae Iorga" County Library Ploiesti included: the organization of an international conference, painting competitions and civic-literary works for pupils, a painting exhibition, the editing of this paper and the catalog of the edition.

As every time, on the occasion of the International Humanitarian Law, the organizers launched the "Call from Ploieşti (III) to the competent national and international governmental and non-governmental organizations and organizations on the knowledge, observance and application of the provisions of international humanitarian law .

Peace, the fundamental objective of mankind for which it advocates international humanitarian law, needs a thorough and responsible analysis of its fundamental implications, concrete prospects, and conditions that would make it possible. From this point of view, the present paper represents a modest contribution to joint efforts in favor of peace and the awareness of national and international public opinion about the dangers that armed conflicts may bring.
