The official FCS Bowl twitter account tweeted out that NFL, CFL and XFL scouts were in attendance of the 2021 FCS Bowl.
The FCS Bowl is the championship game for the NCAA D1 Football Champion Subdivision, or FCS. The FCS is littered with small schools, but these schools can have some big talent. Take Trey Lance for example, he played college ball with North Dakota State University, NDSU being a small school that is an FCS powerhouse. Lance was picked 3rd overall in the NFL draft.

This is the first reported case of the XFL scouting players since the league went bankrupt due to Covid in 2020. Doug Whaley was the scout that represented the XFL at the FCS Bowl.
Now this begs the question: How will both the XFL and the USFL compete for/retrieve players for 8 teams in both leagues?
There will definitely be some serious competition between the two, and I'm not sure if both leagues can co-exist at the same time. The fans could get confused about which teams are in what league, TV deals would be tough to fight over, the two leagues teams wouldn't be able to share a stadium due to too much competition, but most importantly is the players. In my opinion, the USFL will beat the XFL to the punch because the USFL plays games sooner, and these ex-NFL/college transfer portal players are looking to play professional football and get paid to play professional football as soon as possible. Another huge factor however is who can pay the players the most. The USFL is backed by FOX and did get a humongous $150 million dollar deal, but the XFL has the support of RedBird Capital Partners, Dwayne "The Rock" Johnson, and Dany Garcia, all of which could easily supply money to the XFL, and same to the USFL.
All in all, the USFL needs to begin scouting players so that the XFL doesn't snatch them all up before the USFL can even get the chance to get them. The league has already mentioned that they are looking for younger players in the NCAA Transfer Portal rather than long-time NFL vets.
