The earthquake has claimed 54,000 lives in the two countries and caused massive destruction to an area where more than 23 million people live, including many who had been displaced either within Syria or across the border into Trkiye as refugees during 12 years of conflict.

While surveying the damage, Grandi also reviewed and discussed the immediate humanitarian response with authorities in the two countries. In addition to Ankara, Grandi visited Hatay and Gaziantep in Trkiye. In Syria, he visited Latakia, Hama, and Damascus and undertook a cross-border visit to earthquake-affected and other displaced people in northwest Syria.

In Trkiye, the High Commissioner met Turkish and Syrian families who had lost everything in the earthquake and were now, along with thousands of others, accommodated in a container camp. They expressed their gratitude to the authorities for the help and noted how the humanitarian community and the Turkish authorities are providing assistance for all in need, irrespective of citizenship or status.

Syrian nationals, as well as stateless persons and refugees from Syria, who came to Trkiye due to events in Syria after 28 April 2011 are provided with temporary protection (TP) by the Government of Trkiye. The Presidency of Migration Management (PMM) is the responsible governmental body for all asylum procedures in Trkiye, including the temporary protection regime.

As part of the temporary protection regime, Syrian nationals, refugees and stateless persons arriving from Syria who seek protection from the Turkish authorities under normal circumstances are admitted to Trkiye, and thereafter can seek and receive temporary protection from the Government of Trkiye. They are under normal circumstances not sent back to Syria unless they themselves request to do so.

Individuals who seek temporary protection in Trkiye shall not be punished (such as through administrative fines) for entering Trkiye through irregular (illegal) ways or for irregular stay in Trkiye as long as they are: 1) identified by Turkish authorities while entering Trkiye and seek protection; or 2) if they approach the Turkish authorities themselves within a reasonable time period and provide a valid reason for their irregular (illegal) entry and/or presence in Trkiye.

If you are a Syrian national, a stateless person or a refugee who came to Trkiye from Syria and wish to seek protection, please approach the Provincial Directorate of Migration Management in the province where you are residing and seek protection to become a beneficiary of temporary protection.

Beneficiaries of temporary protection are to be provided with protection and assistance in Trkiye, which includes the right to stay in Trkiye until a more permanent solution is found for your situation, protection against forcible returns to Syria, as well as access to your most fundamental rights and needs.

Two powerful earthquakes that struck south-eastern Trkiye and northern Syria on 6 February have claimed thousands of lives and caused untold destruction to homes and infrastructure across the region.

In transitioning to the recovery phase, UNHCR co-leads with UNDP the multi-stakeholder response under the Regional Refugee & Resilience Plan (3RP) in support of refugees and the host community across Trkiye. The 3RP is being reviewed to incorporate current priorities and needs, including those relevant to the earthquake response.

State authorities have declared a Level-4 emergency entailing a call for international assistance. Close to 35,500 search and rescue workers were deployed from state institutions to the earthquake areas and over 9,700 personnel from other countries, according to AFAD on 13 February, while the Ministry of Foreign Affairs has stated that Trkiye has received commitment of support from 99 countries, with 74 countries currently on the ground and mainly working on search and rescue operations. Almost 240,000 personnel, including volunteers, local authorities and support team, are working on relief efforts.

Relief and shelter are being provided by the Government of Trkiye in sports and youth centres, schools and university dormitories. Organisations are delivering blankets, tents, relief items, setting up mobile kitchens and WASH facilities, and providing hot meals and beverages in the affected provinces. Mobile social service centres are so far active in Kahramanmara, Hatay, Osmaniye, and Malatya provinces with services and psychosocial support being provided to people in and outside the earthquake zone.

The Joint Coordination Centre (JCC) was established to monitor the implementation of the Initiative. The Joint Coordination Centre is hosted in Istanbul and includes representatives from Russia, Trkiye, Ukraine and the United Nations. The UN acts also as the Secretariat for the Centre.
