In response to a freedom of Information request, Barnet Council has admitted that it has "not undertaken any specific analysis of the quality of transport links in the Underhill South area".
This is despite the area having a PTAL score of 1b, a low score which suggests that the place is not well-connected to public transport services and that some combination of long walking distance, longer waiting times and less services than in other areas exists.
The Council in the FOI response says that CPZs are "primarily a demand-management tool focused on kerbside regulation, traffic flow, and safety rather than public transport."
In the October 2025 CPZ decision, the Council said that "Parking Controls are referenced in the Long-Term Transport Strategy (LTTS) as a key measure in management of the highways, which is key to reducing the number of trips and reliance on cars, and encouraging more sustainable modes of transport, particularly in areas well served by public transport."
