Situation in Ukraine - Immigration measures

The Government of Canada continues to be deeply concerned by the deteriorating situation in Ukraine and is actively exploring ways to facilitate applications for Ukrainians in Canada and abroad.

To learn about the measures that are available, we invite you to consult the following information.

If you, or your family members, are OUTSIDE Canada:

• You need information about the immigration measures for Ukrainian nationals?

• visit our website for the most up-to-date information (including who is eligible and how to submit certain types of applications),

• Ukrainian nationals may also be eligible to apply to immigrate to Canada through other existing immigration programs, visit our website for information on these programs.

You are a Canadian citizen or permanent resident (PR) who requires assistance? click here,

• we invite you to sign up to the Registration of Canadians Abroad. Important emails are sent through this service, and

• if you are a PR who needs a PR travel document to return to Canada, click here.

• You are a Ukrainian national who holds a valid temporary resident visa or temporary resident permit?

• you are exempt from the COVID-19 vaccination requirement to enter Canada,

• this exemption does not apply to pre-arrival COVID-19 testing, on-arrival quarantine or isolation, and other requirements under the Minimizing the Risk of Exposure to COVID-19 in Canada Order (Quarantine, Isolation and Other Obligations).

Refugees selected outside Canada

The Canadian government helps refugees resettle in Canada through the Refugee and Humanitarian Resettlement Program, which includes:

• Convention refugee abroad class, and

• Country of asylum class.

The term resettlement is used by IRCC to describe the legal process of bringing a refugee to Canada to live as a permanent resident. To be eligible for resettlement to Canada, the person must be outside of Canada and outside of their home country or country where they normally live, and they must meet the definition of a refugee under Canada’s Immigration and Refugee Protection Act.

Many organizations help in the resettlement process by identifying and referring refugees when there is no other solution or effective protection available. These organizations include the:

• United Nations High Commissioner for Refugees (UNHCR),

• Private sponsorship groups, and

• Other designated referral organizations.

A person cannot apply directly for resettlement to Canada and cannot make a claim at an Embassy of Canada.

Refugee claim inside Canada

Canada is a participant in many international agreements and examines all applications for protection made inside Canada.

A person can ask for protection from Canada: When they enter Canada through: an airport, a land border, a seaport, or фfter their entry to Canada, online through the Canadian Refugee Protection Portal.

If you are in Canada with or without legal status, and you fear to return to your home country, you can claim refugee status.

What happens next?

Once IRCC receives your claim, we will review it to make sure it’s complete. If it is, we’ll:

• Add your refugee claim (and the claims for any family members you included) to our system,

• Send you the following through the online account:

• an acknowledgement of claim letter (which will help you get access to the Interim Federal Health Program and other services in Canada),

• instructions to complete your medical exam, and

• a letter with details about an appointment, once we’ve scheduled it.

The officer who processes your refugee claim will:

• Determine if your claim is eligible to be referred to the Immigration and Refugee Board of Canada (IRB),

• Give you instructions about the next steps.
