CULLMAN REC LEAGUE RULES

CULLMAN COUNTY YOUTH BASKETBALL ASSOCIATION RULES AND BYLAWS

SECTION 1: PURPOSE

THE PURPOSE OF THE CCYBA IS TO PROVIDE CHILDREN IN GRADES THREE THROUGH SIX AN ORGANIZED LEAGUE IN WHICH TO PLAY BASKETBALL THROUGHOUT CULLMAN COUNTY.

SECTION II: GENERAL RULES AND REGULATIONS

1. THERE WILL BE A $250.00 FINE FOR ANY ASSOCIATION THAT THE PRESIDENT OR A REPRESENTATIVE FOR THERE SCHOOL IS NOT PRESENT FOR A COUNTY MEETING.

2. NO REFEREES ARE ALLOWED TO COACH IN THE SAME LEAGUE THEY REFEREE IN.

3. THE ROSTER OF EACH TEAM SHALL BE LIMITED TO THE STUDENTS WHO

ATTEND THE SCHOOL. IF A SCHOOL DOES NOT HAVE ENOUGH PLAYERS TO FILL A TEAM OF SEVEN (7), THEN THE LOCAL ASSOCIATION MAY ALLOW PLAYERS OUTSIDE THE SCHOOL ENROLLMENT TO PLAY FOR THE TEAM, IF A 2/3 MAJORITY OF THE LEAGUE PRESIDENTS APPROVE THE PLAYER ADDED PRIOR TO THE START OF THE LEAGUE PLAY.

4. A.) IN AN EFFORT TO MAINTAIN FEEDER SCHOOLS (SACRED HEART, ST. PAUL'S) CURRENT ENROLLMENT LEVELS, FEEDER SCHOOLS WILL BE ALLOWED TO SIGN UP ACTIVE MEMEBERS WHO ATTEND THEIR CHURCH. B.) HOME SCHOOLED CHILDREN WILL BE ALOOWED TO SIGN UP FOR THE SCHOOL THAT PROVIDES A BUS ROUTE IN THEIR AREA.

5. TEAM SIZES: THE MINIMUM NUMBER OF PLAYERS TO CONSTITUE A TEAM

IS 7. IF THE LOCAL ASSOCIATION WOULD LIKE TO FIELD MORE THAN ONE TEAM IN A CLASSIFICATION, THEY MUST HAVE A MINIMUM OF 7 PLAYERS PER TEAM. IF DUE TO ILLNESS OR ABSENCE, IF A TEAM HAS FEWER THAN 7 PLAYERS AT ANY GAME, THEY MAY PULL UP PLAYERS FROM A YOUNGER AGE GROUP TO BRING

THE TOTAL AVAILABLE TO PLAY TO 7. IN THE EVENT OF THIS OCCURRENCE, THE PLAYERS PULLED UP WILL BE SUBJECT TO THE SAME PLAYING TIME RULES AS THE MEMBERS OF THE TEAM'S ROSTER. NO PLAYER MAY BE PULLED UP TO A TEAM


FOR MORE THAN 50% OF THAT TEAM'S GAMES DURING THE SEASON. IF A TEAM SHOULD DROP BELOW 7 PLAYERS DURING THE COURSE Of THE SEASON AND THERE ARE MULTPLE TEAMS IN THE SAME CLASSIFICATION AT THAT SCHOOL, THOSE TEAMS MAY BE MERGED INTO ONE TEAM. TEAMS SHALL BE SPLIT BY THE ASSOCIATION PRESIDENT AND ANY MANNER THE CHOOSE.

6. IN THE EVENT OF SEVERE WEATHER AND/OR SCHOOL CANCELLATION, THE CURRENT COUNTY SCHOOL POLICY SHALL BE FOLLOWED AS TO PLAY OR PRACTICE.

7. PLAYERS MAY ONLY PLAY ONE YEAR PER GRADE AFTER THE THIRD GRADE UNLESS THEY WERE MOVED UP TO MAKE THE MINIMUM AMOUNT OF PLAYERS FOR A TEAM. NO FIRST GRADE OR SEVENTH GRADE CHILD MAY PLAY ON ANY TEAM. SECOND GRADERS MAY PLAY ON A THIRD GRADE TEAM SHOULD THE ASSOCIATION PRESIDENT CHOOSE TO ALLOW.

8. ALL PLAYERS LISTED ON THE OFFICIAL BOOK MUST PLAY A MINIMUM OF ONE QUARTER PER GAME IN EACH REGULAR SEASON GA·ME. EACH TEAM WILL PROVIDE AN OFFICIAL TIMEKEEPER TO MONITOR PLAYING TIME. ALL SCHOOL ASSOCIATIONS MUST USE THE SAME COUNTY TIME SHEET. THERE WILL BE NO PLAYING TIME REQUIREMENT IN THE COUNTY TOURNAMENT. IFA POSSIBLE INFRACTION IS COMMITTED, THE GAME MUST BE PROTESTED BY THE HEAD COACH BY THE END OF THE CURRENTS DAYS GAMES. TO PROTEST, THE PROTESTING PARTY MUST NOTIFY THE PRESIDENT OF THE SCHOOL YOU ARE PLAYING OF HIS OR HER INTENT TO PROTEST. IF A VIOLATION OF PLAYING TIME HAS OCURRED THEN THE PUNISHMENT FOR FIRST OFFENSE IS GAME FORFEITURE AND A $250.00- FINE, SECOND OFFENSE WILL BE FORFEITURE OF PARTICIPATING IN THE COUNTY TOURNAMENT AND A $250.00 FINE THE ASSOCIATION

PRESIDENT WILL BE RESPONSIBLY FOR HOW THE FIINES GET PAID.

9. GIRLS MAY ALSO PLAY ON A BOYS TEAM IF THERE ARE NOT ENOUGH BOYS SIGNED UPTO PLAY.

10. ALABAMA STATE BOARD OF EDUCATION MANDATES LIABILITY INSURANCE MUST BE PURCHASED TO COVER PLAYERS AND SPECTATORS USING FACILITIES.


11. THE USE OF TOBACO, VAPING AND OR ALCHOHOL IS STRICTLY PROHIBITED AT ANY CCYBA FUNCTION.

12. IF A PLAYER MISSES PRACTICE DURING THE WEEK, OR IS UNDER DISCIPLINARY ACTION, THE COACH MAY RULE THEM INELIGIBLE TO PLAY. THE PLAYER MAY DRESS OUT AND SIT ON THE BENCH, BUT WILL NOT BE ENTERED INTO THE OFFICIAL BOOK OR BE SUBJECT TO PLAYING TIME RULES. THE COACH MUST INFORM THE OFFICIALS AND THE OPPOSING COACH PRIOR TO THE GAME TO PREVENT POSSIBLE RULE VIOLATIONS.

13. THERE SHALL BE NO PRACTICES ON SUNDAY BEFORE 1PM AND WEDNESDAY AFTER 6PM AND NO GAMES ON SUNDAYS BEFORE 2PM.

14. ONE LOCAL ASSOCIATION REPRESENTATIVE FROM EACH TEAM PLAYING SHALL BE PRESENT AT ALL GAMES AND WEAR AN IDENTIFYING BADGE/LANYARD OR SHIRT TO NOTIFY OFFICIALS, COACHES ARE CONSIDERED A REPRESENTATIVE.

15. ALL SCHOOLS ARE REQUIRED TO PROVIDE A UNIFORMED OFFICER FOR EACH HOME GAME OF THE SEASON.

16. A GATE LIST SHALL BE PROVIDED AT THE LAST MEETING BEFORE THE FIRST GAME OF THE SEASON. ONLY OFFICERS AND 1HEAD COACH AND 1 ASSISTANT COACH ARE ALLOWED IN FOR FREE.

17. PLAYERS SHALL BE IN THE FOLLOWING CLASSIFICATION: THIRD GRADE BOYS- THIRD GRADE GIRLS

FOURTH GRADE BOYS- FOURTH GRADE GIRLS FIFTH GRADE BOYS- FIFTH GRADE GIRLS

SIXTH GRADE BOYS- SIXTH GRADE GIRLS

18. NO ATIEMPT MAY BE MADE TO LIMIT SING UPS OUTSIDE THE PROSCRIBED DATES. ALL ELIGIBLE PLAYERS SIGNED UP WILL BE PLACED ON THE OFFICIAL ROSTER, AND SUBJECT TO ALL PLAYING TIME REGULATIONS.

19. ELIGIBLE UNIFORM NUMBERS SHALL BE AS FOLLOWS:

20. EACH SCHOOL BASKETBALL ASSOCIATION PRESIDENT HAS THE RIGHT TO CUT ANY PLAYER OR COACH BECAUSE OF MISCONDUCT.

21. THE HOME TEAM SHALL DETERMINE THE COLOR OF JERSEYS WORN.

22. PRIOR TO THE START OF THE SEASON. EACH LOCAL ASSOCIATION PRESIDENT WILL SUBMIT A COPY OF ALL TEAM ROSTERS SUPPORTED BY BIRTH CERTIFICATE COPIES, TO THE COUNTY ASSOCIATION. THESE ROSTERS SHALL BE VERIFIED AS TO THE ELIGIBILITY DURING A MEETING OF PRESIDENTS PRIOR TO THE BEGINNING OF THE SEASON. A ROSTER MUST BE KEPT BY THE CCYBA PRESIDENTS AND A COPY GIVEN TO EACH PRESIDENT.

23. THERE MAY BE NO CHANGES TO THE BYLAWS UNTIL AFTER THE COUNTY CHAMPIONSHIP TOURNAMENT IS COMPLETED, AND THEN ONLY BY A 2/3 MAJORITY VOTE. ANY SITUATION NOT COVERED IN THIS DOCUMENT SHALL BE GOVERNED BY THE AHSAA RULES. NO MEETING OF THE ASSOCIATION

PRESIDENTS SHALL TAKE PLACE AND NO BUSINESS CONDUCTED WITHOUT 2/3 ATTENDANCE AND RECORDED VOTE.

SECTION Ill: SIGN UPS AND PRACTICES

1. SIGN UPS SHALL BE CONDUCTED BE EACH LOCAL ASSOCIATION BETWEEN SEPTEMBER 15T AND SEPTEMBER 30TH.

2. THERE MAY BE NO MORE THAN 2 PRACTICES PER WEEK, PER TEAM. WITH A 2 HOUR LIMIT PER PRACTICE. 4 HOURS OF TOTAL PRACTICE PER WEEK.

3. THE FIRST GAMES OF THE SEASON SHALL BE PLAYED ON SATURDAY FOLLOWING THE SCHEDULED DATE OF THE CCYF AND CHEER ASSOCIATION CHAMPIONSHIP GAMES.

SECTION IV: GAME TIMES AND ADMISSION

1. SEASON GAME TIMES WILL BE SET BY THE HOME TEAM PRESIDENT IN A SPECIAL MEETING OF THE CCYBA PRESIDENTS PRIOR TO THE START OF THE SEASON.

2. NO GAME MAY BE SCHEDULED TO BEGIN LATER THAN 9PM. GAMES MAY START LATER DUE TO DELAYS.


3. NO GAME SHALL BE STARTED NO MORE THAN 15 MINUTES BEFORE THE SCHEDULED GAME TIME UNLESS AGREED UPON BY BOTH COACHES.

4. AN ADMISSION CHARGE OF $4 PER ADULT AND $3 PER SCHOOL AGE CHILDREN INCLUDING HIGH SCHOOL SHALL BE CHARGED PER PERSON. TWO COACHES PER TEAM, ONE CHEER-LEADING SPONSOR, ALL OFFICERS, PLAYERS AND CHEERLEADERS IN UNIFORM WILL BE ADMITTED FOR FREE. ANY OTHER PASSES ARE AT THE LOCAL ASSOCIATION DIRECTIONS.

SECTION V: PLAYING AGE

1. PLAYERS WHO TURN 10 BEFORE SEPTEMBER 6TH ARE NOT EUGIBLE TO PLAY ON A 3Ro GRADE TEAM.

2. PLAYERS WHO TURN 11BEfORE SEPTEMBER 6TH ARE NOT ELIGIBLE TO PLAY ON A 4TH GRADE TEAM.

3. PLAYERS WHO TURN 12 BEFORE SEPTEMBER 6TH ARE NOT ELIGIBLE TO PLAY ON A 5TH GRADE TEAM.

4. PLAYERS WHO TURN 13 BEFORE SEPTEMBER 6TH ARE NOT ELIGIBLE TO PLAY ON A 6TH GRADE TEAM.

5. THE ONLY EXCEPTION TO THESE RULES ARE AS FOLLOWS:

IF A LOCAL ASSOCIATION DOES NOT HAVE ENOUGH GIRLS TO CREATE A GIRLS TEAM IN ANY CLASSIFICATION. THEY MAY COMBINE TWO AGE GROUP TEAMS. THE TEAM WILL BE ENTERED INTO ATHE AGE CALSSSIFICATION OF THE OLDEST OF ITS PLAYERS. THIS MUST BE THE ONLY ENTRY INTO THE TWO AGE GROUPS COMBINED BY THAT LOCAL ASSOCIATION. THERE WILL BE NO SEPARATE CLASSIFICATION FOR COMBINED AGE GROUP TEAMS.

RULE VIOLATIONS AND PENALTIES

1. UNSPORTSMANLIKE CONDUCT RESULTING IN EJECTION FROM A GAME/GYM WILL NOT BE TOLERATED BY ANY PLAYER, COACH. PARENT, OR FAN. AHSAA RULES WILL BE FOLLOWED CONCERNING REFERRED ABUSE AND MISCONDUCT. COACHES AND LOCAL ASSOCIATION OFFICERS ARE STRONGLY ENCOURAGED TO CALM A PERSON ABUSING ANY REFEREE CALLING ANY GAME. PENALTIES FOR UNSPORTSMANLIKE CONDUCT ARE:


• ON THE FIRST OFFENSE, THE INDIVIDUAL INVOLVED WILL BE SUBJECT TO A POSSIBLE LIFETIME BAN, PENDING A HEARING BEFORE THE CCYBA PRESIDENTS.

• ADDITIONAL OFFENSES BY AN INDIVIDUAL SCHOOL WILL RESULT IN A 2 YEAR PROBATION, PENDING CCYBA PRESIDENTS REVIEW.

• ONCE A COACH OR FAN HAS BEEN EJECTED, THEY HAVE 2 MINUTES TO EXIT THE GAME/GYM. THE GAME WILL BE STOPPED AND NOT RESUMED UNTIL THE PERSON EJECTED HAS LEFT THE PREMISES. FAILURE TO DO SO IN A TIMELY MANNER WILL FORFEIT THE GAME FOR THE TEAM IN WHICH THE EJECTED PERSON CAME FROM.

2. THE REFUSAL BY ANY LOCAL ASSOCIATION TO PARTICIPATE IN COMPETITION WITH ANY OTHER LOCAL ASSOCIATIONS IN ANY LEGITIMATE, LEGALLY SCHEDULED GAMES, WILL BE CONSIDERED AN ACT OF UNSPORTSMANLIKE CONDUCT AND WILL BE SUBJECT TO THE SAME PENALTIES LISTED IN #1 ABOVE.

3. ADDITIONAL RULE VIOLATIONS ARE:

• INELIGIBLE PLAYERS

• PLAYING TIME VIOLATIONS

• VIOLATION OF ANY ABOVE LISTED RULE.

4. PENALTIES FOR ADDITIONAL RULE VIOLATIONS ARE AS FOLLOWS:

• FIRST OFFENSE: FORFEITURE OF THE GAME, COACH PLACED ON 2 GAME SUSPENSION.

• SECOND OFFENSE: FORFEITURE OF THE GAME, COACH PLACED ON 2 GAME SUSPENSION, TEAM BANNED FROM TOURNAMENT PLAY.

• THIRD OFFENSE: FORFEITURE OF THE GAME, COACH BANNED FOR THE SEASON, LOCAL ASSOCIATION ON PROBATION FOR ONE YEAR.

THIRD GRADE BOYS AND GIRLS

1. 5:00 MINUTE PLAYING QUARTERS

2. 6 PERSONAL FOULS PER PLAYER

3. FREE THROWS WILL BE ATIEMPED FROM THE SECOND LINE BEHIND THE BLOCK.

4. THERE WILL BE A 5 SECOND LANE VIOLATION.

5. THERE WILL BE NO BACK-COURT PRESSURE AT ANYTIME. TEAMS MUST PLAY DEFENSE INSIDE THE THREE POINT LINE FOR THE 15T AND 2N° QUARTER. 3Ro AND 4TH QUARTER TEAMS CAN PRESS AT HALF COURT.


6. IF THE OFFENSIVE TEAM CALLS A TIMEOUT IN THE LAST MINUTE OF THE 4TH QUARTER, THE BALL MUST BE IN-BOUNDED IN THE FRONT COURT.

7. A REGULATION YOUTH BALL (27.5) MUST BE USED IN ALL GAMES.

8. THE LANE WILL START AT THE SECOND LINE BEHIND THE BLOCK

9. PLAYERS WILL SHOOT 1AND 1BONUS ON THE 7TH TEAM fOUL PER HALF

10. PLAYERS WILL SHOOT 2 BONUS ON THE 10TH TEAM FOUL PER HALF

11. PLAYERS WILL HAVE 10 SECONDS TO GET THE BALL ACROSS HALF COURT.

12. PLAYERS WILL HAVE 5 SECONDS TO INBOUND THE BALL

13. THERE WILL BE 3 FULL TIMEOUTS A 2 -30 SECOND TIMEOUTS

FOURTH GRADE BOYS AND GIRLS

1. 5 MINUTE PLAYING QUARTERS

2. SIX PERSONAL FOULS PER PLAYER

3. FREE THROWS WILL BE ATTEMPTED FROM THE SECOND LINE BEHIND THE BLOCK.

4. LANE WILL START AT THE SECOND LINE BEHIND THE BLOCK

5. THERE WILL BE A 5 SECOND LANE VIOLATION

6. PLAYERS WILL SHOOT 1AND 1BONUS ON THE 7TH TEAM FOUL PER HALF

7. PLAYERS WILL SHOOT 2 BONUS ON THE lOTH TEAM FOUL PER HALF

8. PLAYERS WILL HAVE 10 SECONDS TO GET THE BALL ACROSS HALF COURT.

9. PLAYERS WILL HAVE 5 SECONDS TO INBOUND THE BALL

10. THERE WILL BE HALF COURT PRESSURE FOR THE 15T AND 2N° QUARTER. 3Ro AND 4TH QUARTER WILL BE FULL COURT PRESSURE.

11. THERE WILL BE 3 FULL TIMEOUTS A 2 -30 SECOND TIMEOUTS.

12. A REGULATION YOUTH BALL {27.5) MUST BE USED IN ALL GAMES.

FIFTH GRADE BOYS AND GIRLS

1. 6 MINUTE PLAYING QUARTERS

2. 5 PERSONAL FOULS

3. FREE THROW LINE IS THE 3Ro LINE FROM THE BLOCK

4. LANE WILL START AT THE 3Ro LINE FROM THE BLOCK

5. PLAYERS WILL SHOOT 1AND 1BONUS ON THE 7TH TEAM FOUL PER HALF

6. PLAYERS WILL SHOOT 2 BONUS ON THE lOTH TEAM FOUL PER HALF

7. PLAYERS WILL HAVE 10 SECONDS TO GET THE BALL ACROSS HALF COURT.

8. PLAYERS WILL HAVE 5 SECONDS TO INBOUND THE BALL

9. A 28.5 OFFICIAL SIZE BALL TO BE USED FOR BOYS AND GIRLS

10. THERE WILL BE 3 FULL AND 2-30 SECOND TIMEOUTS

11. FULL COURT PRESSURE IS ALLOWED THE ENTIRE GAME


SIXTH GRADE BOYS AND GIRLS

1. 6 MINUTE PLAYING QUARTERS

2. 5 PERSONAL FOULS

3. FREE THROW LINE IS THE OFFICIAL LINE

4. LANE WILL START AT FREE THROW LINE

5. THERE WILL BE A 3 SECOND LANE VIOLATION

6. PLAYERS WILL SHOOT 1AND 1BONUS ON THE 7TH TEAM FOUL PER HALF

7. PLAYERS WILL SHOOT 2 BONUS ON THE lOTH TEAM FOUL PER HALF

8. PLAYERS WILL HAVE 10 SECONDS TO GET THE BALL ACROSS HALF COURT.

9. PLAYERS WILL HAVE 5 SECONDS TO INBOUND THE BALL

10. A 28.5 OFFICIAL SIZE BALL TO BE USED FOR GIRLS

11. THERE WILL BE 3 FULL AND 2-30 SECOND TIMEOUTS

12. FULL COURT PRESSURE IS ALLOWED THE ENTIRE GAME

13. THE BOYS WILL USE AN OFFICIAL 29.5 SIZE BALL

ALL GRADES MERCY RULE

1. IF A TEAM IS LEADING BY 20 POINTS THEY MAY ONLY PLAY A ZONE DEFENSE INSIDE THE 3 POINT LINE

2. IF A TEAM FALLS BACK UNDER 20 POINTS, THE TEAM CAN PRESS AGAIN.

3. LOOSING TEAM CAN NOT STALL THE GAME THEY WILL HAVE 10 SECONDS TO ADVANCE THE BALL INSIDE THE 3 POINT LINE.

4. AFTER A TEAM GETS A 30 POINT LEAD THERE WILL BE NO SCORE KEPT

5. IF A COACH BREAKS THIS RULE

o FIRST OFFENSE: WARNING

o SECOND OFFENSE: TECHNICAL FOUL

o THIRD OFFENSE: COACH WILL BE SUSPENDED FOR 2 GAMES

6. OVERTIME IS OF THE QUARTER PLAYING TIME
