If there is no PAYE system in place as its not required then look and see if you need to register and if not then they will have to sign teh starter form as only or main job/no other income since April/no other income bit of the form and then you can give them a payslip and pay in cash, keeping that form as evidence. However, cash in this case is more tricky due to the lack of other formal record, so I'd not recommend it.

The TSC internship agreement states that the internship is unpaid. However, interns will receive a stipend as may occasionally be decided by the Commission. The Commission will make annual financial provisions in this regard.

The legal analysis differs between for profit and not-for-profit entities and public agencies (e.g., state, municipalities, etc.). Teachers who secure jobs with the Teachers Service Commission (TSC) under the internship program are required to serve for a period of one year. However, it is important to remember that if TSC advertises employment vacancies on permanent terms, intern teachers are eligible to apply.

Do you want to hire a student younger than 16 (in Dutch) for an internship or a work placement? Then a work placement agreement, POK or BPVO, with the school is mandatory. The parent, legal guardian or person with parental authority must sign this agreement. You must also comply with additional rules such as working hours.

A social internship is volunteer work for at least 30 hours by secondary education students. This can be part of their school career. As an internship provider you can offer social internships to young people.

Since the social security threshold is updated every year on January 1, the minimum pay for internships also changes. This means your pay could increase if the hourly threshold increases during the period of your internship.

Note that if your internship is with a public body, the organization is not entitled to pay you beyond the minimum threshold. In some private companies, you can receive more than the minimum amount if this is stipulated in your internship agreement.

The First Work Experience PAY Programme aims to create the opportunity for matriculants to gain workplace experience in the Western Cape Government (WCG).
