Climate Transparency Adherence Index
The Transparency Adherence Index measures the extent to which countries are adhering to current biennial reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC) according to a methodology detailed in Weikmans and Gupta (2021).

Transition to the Enhanced Transparency Framework (ETF) under the Paris Agreement
The methodology of the Transparency Adherence Index will be adjusted in due course to reflect the modalities, procedures and guidelines (MPGs) of the ETF that will supersede the current transparency requirements as of December 31st, 2024.
The final biennial reports (BRs) for Annex I (developed) countries were due no later than on December 31st, 2022. The final technical expert review reports (for BRs) are expected to be published in 2024.
The final biennial update reports (BURs) for non-Annex I (developing) countries are due no later than on December 31st, 2024. The final technical analysis summary reports (for BURs) are expected to be published in 2026.
Parties under the Paris Agreement are required to submit their first biennial transparency report (BTR1) at the latest on December 31st, 2024. Once submitted, these reports will undergo a technical expert review consistent with the MPGs of the ETF. The first technical expert review reports of these BTRs are expected to be published in the course of 2025.
