21 世紀的今天，全球各地無一能倖免於實質戰爭、經濟搶掠的硝煙瀰漫。掙扎並徘徊在政治界線與社會邊緣的生活難民，已是日常生活習以為常但被視為禁忌而危險的景觀。膚色、年齡、信仰、文化的差異，在資源拉鋸中晉級為難以消弭的衝突。無法置外的藝術，又如何扮演另一雙眼，引領人們在既有框限之外，端詳並真正看見「差異」的複雜樣貌。

當我們面對另一個歷史的轉捩點，反思民主的內涵並審視藝術的功能與角色，似乎成為迎接新時代的必要之事。透過藝術擴延、治理與社會承擔等面向的討論，我們希望能透過一個更宏觀且更貼合藝術高教的視野重新思考民主，以期許未來藝術的積極角色。

We are situated in a world where wars and exploitation of all kinds are taking place every single day. Marginalized refugees and migrant workers struggling to make a living becomes everyday yet unsettled spectacle in numerous societies. Differences of skin color, age, religious belief and culture, bring on conflicts of plunders of resources. How can arts education function as critical eyes to see the complex of differences in the real world?

As we are facing another turning point of history, it is time to reflect what do we mean by Democracy, and to re-examine what functions and roles does Arts serve in the new era? Through unfolding dimensions of outreach, governance, and accountability of arts globally, we would like to take a more holistic yet artistic approach to revisit Democracy. In doing so, we aim to play a more active role in higher education through the arts.
