Decision One: Total War/Attrition

• You have been appointed by Lincoln to take control of the war against Lee's Army

• You recognize that in most conventional battles, Lee's Army has proved to be superior, especially in Virginia

• The overall casualty ratio is in favor of the Confederates

• The supply ratio is in favor of the Union

• Lee was defeated at Gettysburg, but has retreated back to his home turf, welcoming a return to the days of Fredericksburg

• The big battle which followed Gettysburg took place at Chickamauga, Georgia, where the Confederates were victorious again!

• You are contemplating a new strategy: go after private property, civilians, infrastructure

DECISION: Do you continue limiting warfare to uniformed and armed soldiers, or do you take the war to the civilians, the women and the homes of the Southerners, with the intention that the women might cry mercy and force their men to surrender?
