When the civil war ended, Union troops remained in control of southern states in order to assure that Southerners complied with the Civil War amendments ending slavery, protecting civil rights, and insuring blacks' rights to vote. The south was occupied by the Union Army.Â
This, of course, tremendously bothered most Southerners. It felt like the Quartering Acts were reinstituted. Everywhere they looked they saw Union soldiers policing their towns.
How long could this go on? When was the time to withdraw the troops?
The year is 1877. You will be elected president of the United States if you promise the South you will withdraw the troops.
