Yem is one among the model woredas in the region in terms of demand creation and community mobilization by the woreda health office with the due technical and financial support of UNICEF. Out of 1000 SaTo Pans, 950 have been sold and installed in household latrines in less than one year. An additional order of 700 pans is currently in the pipeline. The commitment by the health workers is impressive. The plan is to achieve 80% basic sanitation coverage by 2025.

Medical oxygen is one of the vital medicines for the management of hypoxemia due to COVID-19 and other respiratory distress induced diseases which remain ever present not only in Ethiopia, but also globally. A safe, reliable oxygen ecosystem is found to be one of the basic elements of health services, and necessary as the single, irreplaceable treatment for hypoxemia, and thus worthy of additional investment. The Ethiopian Ministry of Health (MOH) has been making deliberate efforts to build a resilient health system for a strong response to public health emergencies which include the COVID-19 pandemic and its catastrophic effects, part of which includes continued access to medicinal oxygen.

Clinton Health Access Initiative (CHAI) Ethiopia carries out a wide range of programs to support the MOH in improving the health status of the country by ensuring access to quality health services. Apart from the current COVID-19 support to MOH, CHAI Ethiopia has eight programs: Child Survival/Essential Medicines, Maternal and Newborn Health (MNH), HIV Access, Laboratory Services, Vaccines, NCD, Global Health Financing, Data for NTD, and Assistive Technology.

The MOH, in collaboration with its key stakeholders like CHAI Ethiopia and other implementing partners, has been working on the medical oxygen need assessment and analysis with all necessary actions including procurement of Pressure Swing Adsorption (PSA) oxygen generating plants, manifolds, pipeline systems and power generators to meet the additional oxygen need for COVID-19 pandemic management and beyond.

To improve access to medical oxygen in the country via narrowing the current huge demand-supply gaps at service delivery points, the MOH would like to procure, install, and commission manifolds, central or sub-central piping distribution systems (e.g. separate oxygen distribution manifold system for critical care in the scattered building) at Adolla, Halaba, Degehabur, Finoteselam, Gelemso, Maychew Lemlem Karl, and Pawi hospitals as part of the Global Fund COVID-19 Response Mechanism (GF-C19RM) scheme.

The procurement process will be conducted with consideration for efficiency, cost-effectiveness, value for money and long-term sustainability of the oxygen ecosystem. This procurement request was developed in direct partnership with the MOH.

When it comes to air compressor operations, three-phase squirrel cage induction motors are commonly used. Low voltage motors are ideal for power up to 450-500 kW, while high voltage motors are better for higher power.
