Top 2 teams in each group qualify for second phase
Second phase 2 groups of 3 teams who play each other twice.
Promotion
3 teams are promoted
2 winners of second phase groups play each other in a grand final
Both teams in the final are promoted however the tie decides overall champion
2nd place teams in each second phase group play each other in a third place playoff for the final promotion spot
Relegation
Bottom 2 in each group in first phase are relegated
3rd from bottom in each group go into a 3 way playoff to decide final 2 relegation spots
