2 groups of 12 teams
Play each other twice (22 Games)
Top 4 teams in each group qualify for second phase
Second phase mixed 2 groups of 4 teams with top 2 teams in each group proceeding to the semi final

Promotion

2 semi final losers play in a 3rd place playoff and the winner is promoted
Both teams in the final are promoted however the tie decides overall champion

Relegation

Bottom 3 in each group in first phase are relegated
