The Peoples Demands

OUR VISION

The Peoples Revolution (TPR) believes that all lives cannot matter until Black lives matter.

We fight for a world that provides safety and accountability for Black and Brown People - a world where we can all trust and confide in those tasked with representing and protecting us. We fight for the families of those slain by law enforcement and oppressed by the systems that allow these deaths to go unpunished.

Our goals and beliefs are reflected in The Peoples Demands and we call on all levels of government to adopt these demands.

We call on all Milwaukeeans, Wisconsinites, Americans, and Freedom Fighters across the globe to join us in our fight for justice and accountability.

DEMAND ONE

Refunding the Community

All municipal, county, and state law enforcement agencies must decrease their budget by at least ten percent and reallocate these funds to community services and supports that are proven to create safe, thriving neighborhoods such as education, social services, childcare, housing, and public health. Indefinitely freeze all new retirement-replacement hires for officers.

DEMAND TWO

Demilitarizing Law Enforcement Agencies

All municipal, county, and state law enforcement agencies must relieve themselves of military surplus and refuse additional military equipment

DEMAND THREE

Community Oversight

All police brutality and misconduct related investigations must be conducted by an independent third party

DEMAND FOUR

Police Accountability

Renegotiate police union contracts so that police are held accountable in the case of misconduct. Overhaul public records process to accommodate affordable, equitably addressed, timely responses to requests by the public for public records. Collect, maintain, and publish demographic data for all police-community encounters. End qualified immunity.

Mental Health of Officers

There are to be ongoing evaluations, support, and resources to ensure officers’ mental fitness to serve

DEMAND SIX

Ethical Treatment of Civilians

We call for a complete ban of actions by law enforcement that restrict breathing or circulation (including but not limited to choke-holds) as well as a complete ban on "No-Knock Warrants"

DEMAND SEVEN

Body Camera Use and Accountability Measures

A policy requiring the use of continuously recording body cameras by all officers in the field and the development and maintenance of a data collection and retrieval process that allows the footage to be easily and equitably accessed by the public must be instituted

DEMAND EIGHT

De-Escalation Mandate and Training for All Police

De-escalation must be the default position of police in all community interactions and supported by rigorous, regular, regimented training

DEMAND NINE

Undergraduate Requirements for Police

All police officers must have at least a four-year degree from an accredited college or university in the field of criminal justice, political science, sociology, Africology, American Indian Studies, Asian American Studies and/or Latinx Studies

DEMAND TEN

Financial Incentives for Residency

There must be a system of financial incentives put in place to support and push-for police officers living in the communities they serve

The People of Wisconsin have long known their state to be violent and oppressive. With resilience and determination, we call for all Wisconsinites to join us in the fight for equality.
