At second level, as the user grows closer with the weapon, they gain Holy Judgement the ability to tell if a someone is lying. This can be done once per long rest.
At third level, as the user grows closer with the weapon, they gain Lightseeker, the ability to teleport instantaneously between any two light sources the DM considers "linked". An example of some "linked" light sources: two candles lit with the same match, two streetlights in the same city, two hearths owned by two lovers, two torches wielded by the same party, etc. This ability cannot be used mid-fight, but can be used to start a fight. In this instance, the user will have the element of surprise and gain advantage on their first attack roll.

Recovered from the Northern Plateaus. Unearthed after earthquake, the whip was found frozen in glacial flat. The surrounding ice in a roughly 120ft radius was so transparent, it looked as if it was floating.
