"There's a tale of a fisherman who's boat was cast miles away from shore, lost on the frozen waves. He caught a fish who laughed and jumped, offering the man a wish in exchange for her freedom. The man pleaded for a way out of his boat, and away from the ocean, and the fish winked and turned to seafoam. Left behind in the wooden rowboat was a bow, and a single silver arrow"

A bow made of a stained blue wood. Carved fins decorate the limbs, and the ice like webbing is cold to the touch.
Per long rest, the bow can generate three Arctic Arrows, which when shot will freeze any water in a 20ft radius of where the arrow strikes, and dealing a bonus 1d6 cold damage to anyone struck.
