Capability Building Program for TVET Trainers and Registrars on Bio-Metric Scholarship Registration System
In order to capacitate all TVET Trainers and Registrars of every TVET Provider on Bio-Metric Scholarship Registration System (BSRS) mechanics and procedure, two (2) days Capability Building Program was initiated by the Provincial Office in collaboration with the BSRS Regional Lead Facilitators in the Province along with the management of Mabini Colleges. The latter hosted the event and accommodated all the participants with free used of the internet connectivity, venue and other needs.
The said activity aimed to fully institutionalized the system meeting the deadline of its full implementation the coming month of April. This is to ensure that all end-users are already equipped with the knowledge on how to operate and manage the system via online in order to find ease in taking profiles of would-be scholars and finally resolve the lingering problem in relation to issue of ghost training and trainees. Under the new system, registration of all scholars and trainers to the BSRS is mandatory by which printed copy from the BSRS of Scholar-profile shall be submitted by TTI and all TVIs as part of the requirements for payment of scholarship claims. Learners profile of would-be scholars can no longer be required among them instead printable profile could be accessed thru BSRS. Thus, face to face transactions in taking details of trainee-scholars like registration, approval of registration, enrolment and taking of attendance will now be through the BSR system.
The Regional Lead Facilitators composed of Trainers from Mabini Colleges Mr. Brian L. Doineda (near left), Microsystems College Foundation Mr. Hinyrio B. Pili (far left), Polytechnic Skills Institute of Camarines Norte Mr. Arnel N. Castro (near right) as well as from TESDA Provincial Training Center – Camarines Norte Mr. John Rey E. Tenorio (far right) exerted all their efforts to let all the participants fully understand the implementation guidelines discussing all in details such as the procedure in the registration of scholars, start and end of programs, start and end of classes, attendance taking, replacement and use of SGC, generation of the required reports for payment among others. Separate participants per day for the two-day activities were identified and preferred in order not to overload the use of internet and still the health protocol be observed.
Before the session ended, the participants were reminded to immediately request for the system’s user account with ICTO so that they can also immediately proceed with the purpose of the said system and could provide feedback whenever they encounter problem in accessing the system.
Confident enough, they were able to accomplished the workshop with satisfaction and relief on their part as they had much apprehension prior to the capability building program knowing the sensitivity of the system to system error and the difficulty on requesting for correction. Forward looking to much better result as they agreed willfully for the purpose of the new system in the implementation of Scholarship Programs which is to establish integrity and transparency in the use of government resources.
