Attendance to Orientation on the Asean Enabling Masterplan 2025: Mainstreaming the Rights of PWDs; Bantayog Festival Cook-Off Battle and meeting with Congresswoman Josefina B. Tallado
The Provincial Government of Camarines Norte – Persons with Disability Affairs Office headed by Dr. Rex Bernardo spearheaded a consultative and orientation seminar for head of selected national government agencies including respective department heads of the Provincial Government on April 19, 2022 at Sangguniang Panlalawigan Session Hall to discuss the background of the ASEAN Enabling Masterplan 2025 - a regional policy document that aims to strengthen the implementation of the UN Convention on the Rights of Persons with Disabilities (UNCRPD) which was adopted by the ASEAN Leaders during the ASEAN Summit held in Singapore on November 16, 2018. The said gathering was in preparation for the upcoming midterm review of the said Masterplan that would involve all local stakeholders and national government partner agencies.
One of the highlights in the deliberation of the major concerns was the emphasis on the provision of equality thru giving value to all the contributions of the PWDs in all aspects of interactions. Mainstreaming the rights of PWDs is one of their advocacies which all interventions, services and programs of the government should not be provided simply because of owe or pity for PWDs but should be equally accessed and independently availed.
The meeting has transpired active participation among attendees where majority of the government’s representative shared their contributions, accomplishments, observations and even suggestions on how the government programs and services will be provided freely and equally among PWDs.
TESDA Provincial Office – Camarines Norte thru Provincial Director Engr. Eduardo B. Bonagua gladly informed the body that the agency was able to deliver program for PWDs on September 25, 2021 thru provision of Livelihood Training. He sought the assistance of PDAO Office to provide TESDA with the database of PWDs in the province so that the agency can be able to determine if who would be the real or legitimate PWDs need assistance and be considered as priority in the implementation of Agency’s Scholarship Program. He further emphasized that under the Universal Access to Quality Tertiary Education Act (RA 10931), PWDs are also one of those priority sectors who could avail of the program under the provision of the law.
During the question and answer portion of the event, a lot of concerns and issues were raised and resolved one of which is the issue raised by the representative from Department of Education asking the TESDA Provincial Director if what could be the agency’s assistance to be extended for their SPED learners knowing their plight as the most vulnerable sector in educational environment – assistance in terms of bridging the gap towards the transitional stage of their learners going to post-secondary education where TESDA has been recognized for its great role for them in acquiring significant skills suited for their condition. PD Ed Bonagua gave a straightforward response by optimistically granting its concern to provide intervention among SPED Learners.
Nonetheless, prior to the above engagement, PD Ed Bonagua served as Guest Speaker to the event hosted by partner TVET providers in partnership with Provincial Tourism Office – the Bantayog Festival Cook-Off Battle. The said event was a competition on cooking skills participated in by various industry workers engaged in cooking as employed either in private restaurant or household cook enthusiast. The competition will bring opportunities among winners like full scholarship grants from the management of St. Francis Caracciolo Culinary Academy, Inc. (SFCCA), Cash Prize of Five Thousand Pesos, Trophies and Medal for the Grand Winner.
PD Ed shared insights that have something to be beneficial on the part of those who are engaged in restaurant service. Further, he congratulated the management of SFCCA and Mabini Colleges for bringing pride and prize back to the province by Winning Skills Competition from Provincial, Regional and even up to the National Scene. He encourages the participants and audiences to appreciate the skills and competencies that they may have or take if they have the chance to avail scholarship program being offered by the Agency.
The day was even more productive when TESDA CNPO was able to meet Hon. Josefina B. Tallado, District I Representative to discuss updates on her scholarship slots granted to the agency and its implementation.
