Fast forward to 2020, the country is on its way to achieving the set ambition. In February 2020, the Tanzania Forest Service with technical support from IUCN and WWF, organized a workshop in Morogoro, Tanzania to draft the national FLR strategy. This included a national stakeholders meeting attended by representatives from various sectors in the country.

PIPA, like many other African data protection laws, requires data controllers and processors to register with the data protection authority before collecting and processing personal data (Section 14). The Communications Minister recently released draft regulations on the registration of data controllers and processors that provide the conditions for registration. These requirements have similarities to those in other African jurisdictions, such as Kenya. Upon fulfilling the conditions for registration a controller or processor receives a certificate of registration (Section 14(3)), which is valid for 5 years after it is issued (Section 15(2)).

WTO members/observers use the TBT and SPS Committees to discuss specific trade concerns (STCs). This is often about draft laws, regulations or procedures that may affect their trade; in many cases these measures have been notified to the Committees before they enter into force. Essentially, members raise STCs to find out more about the scope and implementation of each other's regulations in light of the core TBT and SPS obligations, and to flag (potential) effects on trade.

In 2006, the Tanzania Ministry of Information released a draft Freedom of Information Bill (2006) containing provisions for forms of access to information, right to grant access, refusal of information, period within which information requests should be responded to, protection of whistleblowers, the time limit for determining requests, protection of sources and the right to appeal.164 One such provision proposes a period of 21 days for the release of information requested by citizens.165 Nevertheless, the bill still has not been submitted to Parliament for first reading, even after receiving numerous comments.166

Additionally, the Constitution has been going through a review process since 2011, with the proposed draft containing more elaborate and explicit provisions on freedom of expression, freedom of information and media freedom.167

The ministry is furthermore working to ensure that Tanzania ratifies the Trade Facilitation Agreement of the World Trade organization, Mwijage said, adding that a draft of the agreement has already been submitted for government scrutiny prior to ratification by the National Assembly, he said.

The meeting ended on a high note, with a skeletal draft report having been put together by the participants, and commitments made to ensure that the full draft is developed and submitted to the African Commission. ff782bc1db
