TONDO, Manila - On June 30, 2025, the Chinese General Hospital and Medical Center (CGHMC) held an orientation at the Audio-Visual Room (AVR) on the Philippine Health Insurance Corporation (Philhealth) Konsulta Program ensuring equitable health access to Philippine Cultural College (PCC) faculty and staff.
Mrs. Winsdy Marcos, Head of the Human Resource Office, introduced Dr. George N. Co, Jr., Chairman of the Chinese General Hospital and Medical Center (CGHMC), and the Director for Charity Services and Medical Missions. He was joined by Dr. Bryan Bernard Ong Kian Koc, Operations Manager and Coordinator of the CGHMC Konsulta Program, and Dr. Katherine Gaw, a proud alumna of PCC.
Dr. Co discussed the services of CGHMC as an accredited provider of the Philhealth Konsulta Program. Under Republic Act No. 11223 or the Universal Health Care Law, the Philhealth Konsulta Program ensures all Filipinos have access to essential and affordable healthcare services.
The Philhealth Konsultasyong Sulit at Tamang package includes comprehensive outpatient services such as consultations, health risk screenings, essential laboratory and diagnostic tests, and access to subsidized medications. These services are made available under a maximum annual benefit of Php 1,700 per patient, which is divided into Php 500 for consultations, Php 700 for laboratory and diagnostics, and Php 500 for medications. Should a patient exceed the Php 1700 limit, an additional Php 900 can be accessed, provided the patient undergoes a thorough assessment by the hospital's Social Services and agrees to a co-payment.
To enroll in the CGHMC Konsulta Program, teachers must first undergo a First Patient Encounter (FPE), which is a non-consultative health data gathering required by Philhealth. This will be conducted conveniently in-school by CGHMC and Philhealth representatives. Interested faculty members must provide their Philhealth ID numbers and officially register CGHMC as their chosen Konsulta provider. Upon registration, a Konsulta ID card will be issued. For those unable to attend the in-school FPE, other options such as online, walk-in, or scheduled registration are available.
During the question-and-answer portion, several important matters were clarified. Mrs. Marcos inquired about dependents who cannot come to school. Dr. Co explained that dependents must complete a form and be present for photo capture to process their ID cards. Mrs. Marcos also asked about the eligibility of Chinese teachers, to which Dr. Co responded that only Filipino citizens are eligible under the Universal Health Care law, regardless of their Philhealth payment status. Mr. Winston Gangan, an English teacher from the Academic Department, inquired about the Php 1,700 coverage. Dr. Co reiterated that the amount of Php 1,700 is per individual, meaning that both the teacher and each dependent receive separate coverage. Dr. Co also highlighted the newly expanded services of the Konsulta program, which now includes mental wellness, pediatric checkups, rehabilitation, and dental cleaning. Another question was raised regarding exclusivity, whether a teacher registered under the CGHMC for a year can avail services elsewhere. Dr. Co clarified that once registered, services can only be accessed at CGHMC for the one-year period of their registration.
After the one year-period, teachers may choose to transfer to another provider, if needed. Teachers were then encouraged to get registration forms after the session or visit the Human Resource Office to begin the enrollment process. The successful orientation marked an important step in promoting preventive health and overall wellness within the PCC community by helping staff and their families access quality healthcare services through the Philhealth Konsulta program, ultimately making PCC a healthy community for its stakeholders.
