Chuck has the power to recall anything he sees with perfect detail. It’s a minor power, and for years it was one he didn’t even realize was a power. In this verse, the Intersect was never meant to be a form of mental programing but rather was just a series of encoded files; only those with the power of enhanced memory are able to make use of them without a computer and they were never intended to be seen by someone who could remember them perfectly. He never wanted to be a spy but the government’s not about to give up on the potential of having their own superhero on the payroll.
As he’s trained, other aspects of his powers begin to manifest, such as skill replication, giving Chuck the potential to be more than an analyst. The potential to be a spy. A super spy!
The key variation in this verse is that there aren’t other Intersects and there’s no possibility of the information being removed. However, something doesn’t have to have been in the government’s Intersect for him to Flash on it. Everything he has ever seen or heard, from photos on Wikipedia to overheard conversations. Also, he has to have some training in various skills to be able to reproduce them.
Also, in all DC threads, yes, he’s very aware that he looks like Shazam. It’s a point of pride.
Later in the timeline of this verse, Chuck and Sarah's daughter, Stevie, also has superpowers, although hers manifest in the ability to mimic other people's powers. Due to this, it took some time for them to realize that she hadn't just inherited his exact power.
