This spoon was likely made in 1972 to commemorate the Munich Olympic Games. The handle finial features a crown and an image of the Munich Olympiaturm (Olympics Tower) constructed for the games. You can also see the Olympics logo and the height of the Olympiaturm, 290m on the design. 

This was also a notable event because it was overshadowed by the Munich Massacre.
