The Summit County Open Space and Trails Department identifies, protects, and manages open spaces, trails, and trailheads to preserve and maintain Summit County's rural mountain character, unique natural areas, and high quality of life for residents and visitors.

Summit County Open Space & Trails recently finalized its NEW master plan. Since the 1990s, our department has protected over 17,000 acres of land. We also manage more than 100 trailheads and local trail portals, 38 miles of paved Recreational Pathways (i.e., the RecPath), approximately 100 miles of natural surface trails, and 50 miles of dirt roads. After decades of successful open space protection and trail construction, we now face new challenges with natural resource management and visitor use. With our new master plan guiding us into the future, we will be better able to address challenges proactively and adapt to change.

The Durham Open Space and Trails Commission is an advisory board that advises the City Council and the Board of County Commissioners on matters relating to the preservation of open space and trails. In order to provide recreational and environmental benefits for the citizens of Durham, the commission promotes the preservation of valuable open spaces, natural vegetation and stream valleys within the urban and rural environment, and the development of trails and other appropriate recreational and transportation facilities for pedestrians and bicyclists. The commission promotes the protection of the natural environment where appropriate to serve the public interest, with equal consideration for long-term care of the environment and the short-term pressures of growth. In doing so, the commission fosters the wise use of the City's and County's natural resources and strives to involve all segments of the Durham community.

Open lands are defined as public and private lands acquired or preserved in the public interest for parks and open space uses. They serve a variety of functions, including conserving and protecting natural, cultural, historic and scenic resources; providing opportunities for recreation; shaping the pattern of growth and development; and preserving agricultural resources.

The Open Space, Trails and Parks Program aims to develop open space and trails management based on integration with existing regulations and requirements as well as cooperative efforts between private, non-profit and government agencies. In total the program manages 6,610 acres of open space, 18 parks, and 60 miles of trails, and encompasses planning, capital improvements, maintenance, and volunteer opportunities towards the management of these properties for the use and enjoyment of Santa Fe County residents and visitors.

Well-planned trails, abundant open space and beautiful parks are a few of the things that make Castle Rock a great place to call home. The Parks, Open Space and Trails Division prioritizes keeping the great outdoors accessible, while preserving Castle Rock's rich heritage of outdoor recreation and trail use.

The Town of Castle Rock embraces conservation throughout parks, open space and trails. Currently, roughly 30% of the Town is designated open space. The Town demonstrates a commitment to appropriate land use planning and resource conservation through various programming, projects and outings. In response to ongoing flooding and maintenance issues on East Plum Creek and Sellars Gulch trails, Town staff applies a mix of sand and paint to healthy native trees as protection from girdling and felling by active beavers in the area. The sand-paint mix has proved effective as an inexpensive protection measure against beaver activity. Volunteers do not paint trees that are unhealthy, such as having lighting strikes or multi-trunked, in order to leave some as food and building materials for the native beavers.

As part of the Town's commitment to conservation, the Parks and Recreation Department must ensure habitat conservation along trails and in parks and open space. The original Incidental Take Permit associated with the Douglas County Habitat Conservation Plan (DCHCP) for the Preble's meadow jumping mouse expired on May 11, 2016, ten years from initial issuance. The renewal process has been initiated with U.S. Fish and Wildlife Service (USFWS) for a 10 year extension of the original permit and mitigation requirements established in the DCHCP.

During summer 2022, OSMP gathered community input on whether to allow e-biking on open space trails. An online engagement questionnaire provided community members with an open participation opportunity to give feedback. Additionally, OSMP staff conducted an on-site intercept survey at a subset of open space trails to gather a representative sample of current OSMP visitor attitudes, preferences, and concerns regarding allowing e-bikes on open space.


An objective of both the online engagement questionnaire and on-site intercept survey was to gather opinions and preferences regarding allowing e-biking on open space trails. The two survey instruments and their modes of administration (online and on-site) were designed to support complimentary, though not identical, datasets to help understand community sentiment toward e-bikes.

Current city regulations prohibit e-biking on open space trails but allow e-biking on multi-use paths that are managed by other city departments. Boulder Revised Code (B.R.C) 7-5-25 No Electric Assisted Bicycles on Open Space requires disposal to allow e-biking on OSMP-managed trails by transferring the trail to another city department. An amendment to the B.R.C. that would allow e-biking as a passive recreational use may provide flexibility and alternatives to disposal of Open Space.

The OSMP staff analysis of e-bikes interpreted the intent of the non-motorized component of the VMP definition of passive recreation to prohibit gas-powered recreational activities such as ATVs and motorcycles as those were the types of activities that had a presence or were of concern on public lands at the time the VMP was developed. Staff also determined that there are no significant differences between how the department would manage or maintain facilities/trails for e-bikes verses traditional bikes, or that e-biking differs from biking in relation to the Visitor Master Plan (VMP) criteria for passive recreation.

Our Parks and Open Space Division plans, organizes and manages the operation and maintenance of parks, open space, trails, sports fields, urban forestry, irrigation systems, cemetery, and landscaped areas at various municipal facilities.

The term Open Space refers to lands that include agriculture lands, scenic viewsheds and trails. Open Space exists in a natural state and contain few or no structures; they may also contain significant natural, aesthetic and recreational features that warrant protection. Each of these Open Spaces will give you a different experience. Windsor Open Space and Trails is responsible for conservation of natural habitats for native species, preservation of agricultural lands and watershed areas for the improvement of water quality while also maintaining paved and unpaved through-ways that connect Windsor residents and visitors to key destinations such as downtown, neighborhoods, parks, schools and open spaces.

The Windsor Town Board has adopted the Open Space and Trails Strategic Plan. It provides a 5-10 year framework to define areas for open space preservation and trail development within Windsor's Growth Management Area.

COSTAC acts in a supporting role to the COSCA Board of Directors, under the direction of COSCA staff. The Committee provides support for COSCA's volunteer programs, such as Trail Work Day, Special Trail Work Days, Trail Ambassadors, Trail Watch, Open Space Trails Education Days, Adopt-A-Trail, Trailhead Outreach, and Resource Stewardship. The Committee may also assist with open space trail construction and maintenance. Members serve 3-year terms and represent hikers, mountain bikers, and equestrians. Pulgas Ridge Open Space Preserve is a 366-acre site near the City of San Carlos with trails for hiking and walking one's dog, including an off-leash area. The preserve's six miles of trails offers access to cool canyons and a ridge top with views toward the bay and surrounding hillsides.

Located at the front of the preserve, this trail offers a less strenuous open space experience and is designed to accommodate wheelchairs and strollers. The trail extends 0.8 miles at a very slight grade through a meadow to a bench located in a quiet, wooded area by Cordilleras Creek. The first part of this trail parallels a paved road. When the trail and road split, the road continues to the top of the preserve with a steep grade that exceeds 10 percent and may be too steep for wheelchair use.

Wandering the trails in early spring, visitors will see many wildflowers, such as Indian warrior, hound's tongue, mule's ears, and milkmaids, in addition to three members of the lily family: fetid adder's tongue, giant trillium, and mission bells.
