To NASA leadership and our elected representatives:
We write as members of the space science community who are dismayed by the impact of recent events on taxpayer-funded, NASA-supported science, missions, and communities. Many of us chose this profession motivated by a desire to push the boundaries of what is possible and widen our understanding of the universe, and to do so in the public interest. Space science research has inspired generations of scientists and engineers, while pushing U.S. innovation forward. Space science technologies have supported advances in fields ranging from medicine to consumer electronics, and space exploration continues to offer a multitude of new ways for all of us to contemplate our deep connections with the cosmos and with each other.
Recent events and actions directly damage our ability to do the work we value. We wish to call attention to several occurrences that have unfolded over the past weeks:
During the week of January 20, 2025, funding contracts were suspended for several universities and mission teams participating in NASA’s Here to Observe (H2O) program, which aims to partner undergraduate students from non-elite universities (where opportunities to participate in NASA missions are typically scarce) with NASA mission teams. The H2O program has been highly successful in increasing student interest in planetary science and awareness of pathways to careers in the field. Many of us discovered our current careers through similar student programs, and are deeply concerned by the prospect of a future where students have fewer opportunities to explore careers in space science. The future of the H2O program is currently unclear.
We are also troubled by reports from directly impacted colleagues of the cancellation of other highly effective programs that have done outstanding work in building connections to communities in places where such connections to NASA science have been scarce. Almost all of our work as space scientists is funded by U.S. taxpayers, and we have a responsibility to oppose actions that limit the reach of our work to the public.
On January 31, 2025, NASA requested that all of its Analysis/Assessment Groups (AGs) pause their activities while the agency conducts a review to ensure compliance with recent executive orders. While the importance of the AGs is formally recognized and their steering committees receive a small amount of funding from NASA, these are primarily community-organized groups whose work relies on the volunteer efforts of scientists and other professionals across the country. The AGs play a vital role in providing expert analysis of science priorities to NASA and the general public, advocating for path-breaking exploration missions, and strengthening broad-based collaborations on which scientific research thrives. Following NASA’s request, all AG websites and the important, labor-intensive study reports, science goals documents, and other resources hosted on those websites are indefinitely unavailable to the communities who did this work and to the general public. Additionally, the abrupt withdrawal of NASA support has led to cancellation or indefinite delay of at least two AG meetings, directly impacting the exchange of scientific ideas and international partnerships, and blocking a key avenue for public input to reach NASA leadership.
For more than three decades, Employee Resource Groups (ERGs) at NASA have played an important role in empowering employees to do their best work. We are dismayed to hear that ERGs at NASA centers, including those that support LGBTQ+, women, and early career employees, have been directed to cease activities. Actions that impact the safety and success of employees result in less productive and less innovative work environments for us all.
On July 23, 2020, then NASA Administrator Jim Bridenstine announced the addition of ‘Inclusion’ as a NASA core value, recognizing NASA’s commitment to creating a culture where “all employees feel welcome, respected, and engaged.” In a deeply regressive step, NASA’s Mission and Values page was recently amended to remove inclusion as a core value. Without inclusion, the remaining core values of safety, integrity, teamwork, and excellence are weakened. Safety and integrity are compromised in hostile work environments, while effective teamwork and technical excellence require an environment in which all individuals feel valued. The U.S. National Academies’ Planetary Science and Astrobiology Decadal Survey notes that NASA’s most important resource is “the people who propel its planetary science and exploration missions,” and highlights the importance of “creating an environment that reinforces welcoming and inclusive behaviors.” Similar guidance is found in other Decadal Surveys. The actions of the past two weeks reverse advances made by generations of workers – representing the full diversity of the people in the United States – and rejection of what our scientific disciplines have identified as necessary for their progress.
The actions that NASA leadership and the executive branch have taken over the last few weeks have been immensely disappointing for all of us – from those who work at NASA centers to those whose research depends on NASA grants. These actions will make it harder for NASA to recruit and retain the hard-working, highly motivated, creative workforce required to maintain America's leadership in space exploration.
We recognize that space science at NASA is only one of many activities that have come under renewed attack over the past few weeks, and we stand in solidarity with all those striving to simply do their jobs in service to the American people. Our Nation and our institutions deserve leadership that recognizes the needs of the most vulnerable among us and rejects directives that weaken the community. We ask that all those in decision-making positions unequivocally condemn and act to reverse recent attacks on scientific integrity, federal grant funding for scientific research, and initiatives that broaden public participation in science.
We also recognize that even in times of upheaval, all of us have the power to stand up for our values, for each other, and for the work we believe in. We hope you will join us in advocating for broadening access to publicly funded science, empowering NASA-funded projects to recruit strong, diverse teams, and building a future in which scientific progress truly benefits all of us. The American people deserve nothing less.
