Note: "Windows Live Hotmail has become Outlook.com", you can still contact Outlook.com support, of course, in a way very similar to how you could contact Windows Live Hotmail support. Being a free service, Hotmail support isn’t as extensive, or as immediate, as that of a full featured mail or ISP service you might pay for. But it is there; buried a little, but it’s there.
Usually, Windows Live Hotmail just works. To contact Hotmail Support : Log in to Hotmail – ideally with the account you have a question on, but any account will do.Click on Help, in the upper right corner of the Hotmail page. Click on View other Help suggestions or contact us near the bottom of the left hand side of the resulting page.Select Other – Contact MSN Hotmail in the Category drop-down list. Fill out the contact form. I don’t know how quickly Hotmail Support responds to messages posted there, but it’s the only way in I’ve found so far. As far as I can tell they do not have a customer service phone number or any kind of rapid response for their free services.Malware Attack: Accessing Hotmail, as well as many other sites, can definitely be affected in many different ways by both viruses and spyware. Thus it's important that you run an up to date with virus scan and spyware scan.
One of the common targets of malware is the "hosts" file. Check host file normally found in C:\Windows\System32\Drivers\etc, open with notepad. If there's a line referencing like "hotmail.com", or "passport.com", then the file has most likely been altered by malware of some sort. The safest thing to do if that's the case is to simply rename the file to something else.
Using Internet explorer: On Windows XP, you can try running the System file checker. Even on Windows XP, and on all other versions of Windows, the best "repair" is really a re-installation. Just visit Microsoft's Internet explorer site and download the latest version. Several Hotmail users have reported that switching browser to Firefox or Netscape resolved their issues accessing Hotmail.
Cookies: Make sure that Cookies are enabled, Hotmail apparently requires that cookies be enabled in order to get past the "match the picture" security check. Open firewall, it's also important that your firewall not block cookies, and some do. You'll have to refer to the documentation for your firewall, but several people have reported that resolving this allows them to progress past the "match the picture" stage. Note that this probably does not apply if you're using a router for your firewall, or if you are using the Windows XP embedded firewall. A quick test would be to turn off your firewall and try accessing Hotmail, but we would definitely not leave your firewall turned off.
The Network: Sometimes networks and networking can get confused, and block, or misroute, access to websites. Reboot your PC, Smartphone, Tablet and Laptop etc, whether you want to access hot mail. Also reboot your internet connection that quick reboot resolved several Hotmail issues. Flushing DNS on command shell also resolved Hotmail issues.
