Lower Lagoon Valley is a proposed residential development located on privately-owned land south of Lagoon Valley Park. The project would construct 1014 single-family homes on 323 acres of land split between different villages, with a golf course integrated within the villages. 75 of the new homes will be affordable, with an additional 100 homes being age-reserved for seniors. 458 acres would be dedicated to open space, including the aforementioned golf course along with parks and trails. A business and town center would be located on 60 acres of the property. 23 other acres would be dedicated for public use, including roadways and a new 1.5 acre fire station.
The development is designed in such a way that motorists on I-80 EB will still primarily see Lagoon Valley Park and the surrounding hillside. This will be achieved by buffering the development and the freeway through the golf course, creating an 825 feet wide view corridor.
Due to the COVID-19 pandemic, the City and the Developer have established new dates for the advancement of the project. A land-use master plan exhibit must be turned into the City by 1 June 2020 by the developer. By 1 May 2021, construction of water lines and grading of the golf course must have started.
This project was first approved in 2005. A settlement was then reached with Greenbelt Alliance in 2006, reducing the scope of the project.
In 2016, the City Council approved a Phasing and Development Agreement for the project.
In 2018, the City approved a modification to the Business Village portion of the project.
In 2019, the City and the developer agreed that substantial compliance has been made for the advancement of the project and certain deadlines were changed.
Village 1 will see the construction of smaller-lot, alley-served homes on a grid layout. Trails will help to provide access to surrounding areas.
The original plan called for a total of 215 homes, 51 of which are located in the Town Center.
Village 2 will see the construction of both low density and executive-sized homes. These homes will have frontage to the proposed golf course and will connect to a linear park with a tot lot.
The original plan called for 330 new homes.
Due to changing market conditions and to preserve a sensitive jurisdictional habitat, Village 3 has been removed from the project, with planned homes having been incorporated into Village 2.
Per the original plan, Village 3 was to see the construction of "age-qualified homes" with low-density sizes, ranging from executive- to estate-sized residential units. The village would have also had trail connections and two tot lots.
This village would have totaled 470 new homes.
The Business Village will provide for 700,000 square feet of office and other commercial uses spread across seven, four-story timber buildings. A 10 acre mixed-use Town Center will be located within Village 1 and will also provide 50,000 square feet of neighborhood-serving retail and other service uses.
Permitted uses within the Business Village include:
Business office uses, including the service of administrative, professional, financial, or corporate needs
Biotechnical and engineering uses
Education, including colleges, universities, professional/business/technical schools
Design professionals
Religious institutions
Commercial uses and services for businesses (i.e. food/drink, sales, banks, etc.)
Permitted uses within the Town Center include:
Neighborhood services
Office uses
Multifamily residential (max 51 units)
Community center (max 3500 square feet)
Phase 1 of the Business Park will construct two new buildings (280,400 square feet), with a target completion date of Q3 2022.
Consisting of 18-holes, the golf course will surround the villages and the development area. A practice facility and a clubhouse will be provided.
Per changes to the development agreement with the City, the developer must begin mass grading of the golf course by May 2021 and must finish within two years. Construction of the golf course must begin before the issuance of the 500th residential building permit.
Per revisions to the development agreement, the developer must begin construction on sewer and water transmission lines through Lagoon Valley Park before May 1 2021.
