One Lake Family Apartments is an approved affordable housing complex to be constructed within the Train Station Specific Plan Area, located in Planning Area Four. Located at the southwest corner of Village Square Boulevard and One Lake Drive, the project would create 190 new affordable housing units about 0.75 miles from the Fairfield-Vacaville Hannigan station.
The project will construct 190 new residential units in a four story, 45-feet building, although parts of the building will reach 52 feet. The unit breakdown is as follows:
Amenities include two courtyards in the center of the buildings, with the western one being an "active courtyard" containing a community building. The community buildings has flex space with kitchen and dining facilities. The western courtyard will also have a play space for children.
The eastern courtyard will have garden beds, outdoor fitness stations, and ping pong tables. This courtyard will also have the bicycle storage and a repair area. This courtyard will also provide a "Work from Home" station, which will allow residents to work outside with access to power stations.
Inside the complex, there will be a social services office, a teen room, and six "opportunity" spaces that can be used for a variety of activities.
As part of the project, 271 car parking and 34 bicyclce storage spaces will be provided.
The Solano Transportation Authority (STA) is using $2.1 million of SubHIP funding to incentivize the project, similar to what has been done with the Allison Drive Mixed-Income Housing project near the Vacaville Transportation Center.
As part of the larger Housing Incentive Pool (HIP) program administered by the Metropolitan Transportation Commission (MTC), SubHIP programs $5M to suburban Bay Area counties (Marin, Napa, Solano, and Sonoma) to incentivize affordable housing development. $4M of the $5M was dedicated to STA for affordable housing projects in Solano.
The project only contains units for tenants that make 50%-70% of the area's median income (AMI).
This project was approved during the Planning Commission's 24 June 2020 meeting.
The STA Technical Advisory Committee first approved programing SubHIP funds to this project during their 29 April 2020 meeting.
The STA Board approved programing SubHIP funds to this project during their 13 May 2020 meeting.
