Although the boundaries of the State of Jefferson haver eluded political demarcation, it is generally agreed that this region encompasses sizable portions of northern California and southern Oregon and sometimes includes a thin strip of northwestern Nevada:

Historically, the Congress has been held at Dry Creek Group Campground at Whiskeytown Lake.

As a result of the July 2018 fire at Whiskeytown, the road leading to Dry Creek Campground suffered extensive damage, and the site was closed. The October 2018 and 2019 Congresses were held at Lake Siskiyou Camp Resort, near Mt. Shasta, CA. Because of the Covid-19 pandemic, the 2020 Congress was canceled.
