The Common Operational Research Environment (CORE) Lab, nested within the Defense Analysis Department at the Naval Postgraduate School in Monterey, CA, is leading an outreach and education effort to integrate social network analysis (henceforth, SNA) into law enforcement analytical practices. The overall objective of these SNA for law enforcement outreach and education event is for participants to begin thinking differently about networks, and to improve current practices for disrupting criminal networks.
SNA is a collection of theories and methods that focuses on relationships among individuals. It assumes that the behavior of people is profoundly affected by their ties to others and to the networks in which they are embedded. Consequently, a primary goal of SNA has been to develop concepts, measures, and statistical and mathematical tools that can help analysts gain a better understanding of networks. It has proven an effective tool to understand a host of offline and online networks, including tribal networks overseas, dark networks (e.g., criminal, and terrorist), and social media networks (e.g., Twitter networks).
For this course we will be using ORA (Organizational Risk Analyzer), which is a network analysis tool developed by Carnegie Mellon University. The tool is rooted in network theory, social psychology, operations research, and management theory. As such, the platform implements a gamut of algorithms designed to locate individuals or groups that are of potential risk.
Note that ORA is only available for Windows operating systems.
