No, even pure smarty format text, still it doesn't work. I did some research and find out that there is really something is missing. for example, after POST sent on admin panel, we are sending only smarty code and it's not rendered code. but then did something like below code, but then find out this is not exact solution.

No The global template file has nothing to do with smarty, it is a feature provided by the module that is available for all connected template engines. The global template file only means that you always get the same (smarty|twig|...)-template behind the $view API variable. As already said, you probably don't want to use a global template file with smarty, because you can use smartys template inheritance which is much more powerful.
