The Sangguniang Kabataan is the official youth council of the barangay, mandated under Republic Act No. 10742 (SK Reform Act of 2015). It represents the youth sector and implements programs that promote youth development and participation in governance. 

The Katipunan ng Kabataan (KK) includes residents of the barangay aged 15 to 30 years old, as defined by law.

The SK formulates and implements youth programs, prepares the Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Program (ABYIP), passes resolutions, and promotes youth participation in community and governance activities. 

SK Resolutions are official actions and decisions approved by the SK Council. These cover internal policies, approvals, and matters related to youth programs and council operations.

PPAs refer to Programs, Projects, and Activities implemented by the SK to address youth needs, support development, and encourage community involvement. Documentation of implemented PPAs is made available for transparency. 

The Comprehensive Barangay Youth Development Plan (CBYDP) is a 3-year rolling plan that serves as the roadmap for youth development programs in the barangay. 

The Annual Barangay Youth Investment Program (ABYIP) is the yearly plan that lists the specific programs, projects, activities, and budget of the SK based on the CBYDP. 

Youth may participate by attending SK-organized activities, volunteering, joining consultations, providing feedback, and engaging in community programs.

The SK ensures transparency by documenting and publicly sharing its resolutions, PPAs, plans, and official activities through the SK Full Public Disclosure Policy Board, and official platforms such as this website and approved communication channels.

Under the new law, the next Barangay and SK Elections (BSKE) have been scheduled for the first Monday of November 2026, and similar elections will be held every four years thereafter. 

The four-year term of SK officials shall take effect after the Barangay and Sangguniang Kabataan Elections scheduled on the first Monday of November 2026. SK officials elected in the November 2026 elections shall begin their term after the election, upon assumption of office, and shall serve for four (4) years thereafter.

This law reformed the Sangguniang Kabataan by strengthening youth participation in governance. It defines the powers and functions and priviledges of the SK, sets qualifications for SK officials, mandates the creation of the Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Program (ABYIP), and promotes transparency and accountability. 

This law amended the term of office of barangay and SK officials to four (4) years. It also set the schedule of the Barangay and Sangguniang Kabataan Elections, with the four-year term taking effect for officials elected after the November 2026 elections. 

This law provides the general framework for local governance in the Philippines. While later amended by RA 10742 for SK-specific provisions, it remains a foundational law for the roles of barangays and local legislative bodies.

Yes. According to RA 10742, as amended by RA 11768, elected/appointed Sangguniang Kabataan (SK) officials may be exempted from NSTP 2 or be granted credit for NSTP compliance, subject to the policies of the higher education institution and existing NSTP guidelines.
