On Saturday 14 May, an 18-year-old white man embarked on a mass shooting at Tops Supermarket in Buffalo, New York, appearing to target African Americans and Latinos. Ten people have been confirmed dead at this time. The shooter left a 180-page manifesto espousing white supremacist and accelerationist ideologies, conspiracies such as the Great Replacement theory, and a range of other extremist narratives.

Since the immediate aftermath of the shooting, pro-Kremlin influencers and others have attempted to link the shooter and his actions to the Azov Battalion, a regiment of the Ukrainian army associated with neo-Nazi and white supremacist ideology. This Dispatch examines the key actors spreading these narratives and the mechanisms by which they are doing so.

Ukraine Maps is another Telegram channel spreading pro-Kremlin narratives. It produced a comparison image demonstrating the Buffalo shooter wore a Sonnenrad in an image and placing this side-by-side with an Azov Battalion soldier wearing the same symbol.

Ukraine Maps has nearly 38,000 subscribers and has had its Twitter account banned 4 times (including immediately after the Buffalo shooting), according to its administrator. The image linking the Sonnenrad, Gendron and Azov has been viewed more than 41,000 times.

Intel Slava Z posted on Telegram in the aftermath of the shooting attempting to link Payton Gendron to Azov Battalion through the Sonnenrad symbol. The post has been viewed nearly 200,000 times and its content has been shared on Twitter by influencers including Benjamin Norton. The content contained in the post has been repeated by Ian Miles Cheong, Michael Tracey, and others.

Some on the hard left are also pro-Kremlin, sometimes driven by the belief that NATO expansion is unwarranted, and that Putin is fighting against American imperialism and hegemony. For those in this camp, linking Gendron to Azov, and Azov to the US, is a mechanism for undermining the morality of the US government in their support for Ukrainian resistance to the Russian invasion.

The body camera footage showed officers rapidly searching for the shooter, in contrast to videos showing officers in Uvalde, Texas, waiting inside Robb Elementary School for more than an hour last May as a gunman inside a classroom continued an attack that claimed the lives of 19 children and two adults.

Police previously released surveillance footage showing the shooter arriving at the school and gaining entry by shooting through a glass door. The suspect is seen stalking through empty hallways as emergency lights flash, brandishing a rifle and entering rooms, seemingly looking for people.

Now, while the shooter remains in jail, his writings are being sold as a hardcover book for $4 a copy on the anonymous messaging service Telegram by a neo-Nazi in Ukraine who hopes to spread the ideology off the internet and across the Ukrainian-speaking world.

The channel, created on March 17, 2019, two days after the Christchurch shootings, openly glorifies the manifesto and the shooter with various white-power memes, videos, and images explicitly encouraging violence against Jews and people of color. The channel also features original lyrics and links to songs found on Soundcloud, all of which aim to expand the white power movement.

The latest posts on the Telegram channel include PDF attachments of a letter that the Christchurch shooter was able to send out of a high-security prison in New Zealand to someone in Russia. It praises Russia and encourages violence.

Five hours after the attack at the university, the police released information that they had found evidence in David Kozk's house linking him to the Klnovice Forest murders.[22] At a press conference on 22 December, the chief detective of Prague's 1st General Crime Unit stated that Kozk had been one of about 4,000 suspects in the Klnovice Forest case.[23] However, because he lived in the Central Bohemian Region, they were a few days short of being able to prevent the shootings. Central Bohemia is a separate region from the city of Prague, and each region in the country has a separate police directorate.[13] Later that day, the police confirmed that a firearm found at Kozk's house had been ballistically matched with the bullets used in the Klnovice Forest murders.[22] On 27 December 2023, Denk N [cs] reported that police investigators had found a letter in Kozk's home in which he confessed to the murders in Klnovice Forest.[24]

A Telegram account attributed to him contained writings in fluent Russian[54] that praised two school shooters from Russia, namely Ilnaz Galyaviev and Alina Afanaskina, and described suicidal tendencies.[31][55] This information was shared by Czech media but was not officially confirmed by police.[31] A Russia correspondent at Czech Radio suggested the Telegram account was likely fake, as one post was edited after the shooter's death and the posts were written "in the language of a young native Russian speaker".[56]

Interior Minister Vt Rakuan said that there were no other perpetrators, but urged everyone to cooperate with police, while adding investigators did not suspect an ideological or extremist link.[57]

In a social media post, SPD MP Ji Kobza blamed the "inclusive progressive school system" at the Faculty of Arts for creating the shooter. The post was later deleted.[68][69] The Czech Rectors Conference [cs] called Kobza's post "absolutely shocking, crossing the boundaries of decency, morality, good manners, but also the boundaries of humanity."[70]

Authorities are still investigating a motive for the attack by the Texas shooter. However, a source told AP that federal agents who reviewed his social media accounts found posts expressing neo-Nazi and white supremacist views.

Tehran residents have expressed pity and shock that an Iranian-American woman, relatively known in Iran's social media circles, was the shooter at YouTube headquarters in California who wounded three people before killing herself.

Telegram experienced a surge in far-right users after the notorious online message board 8chan was de-platformed by its domain registrar and web host in August 2019 for its links to three mass shootings in the United States. The U.S.-based outlet Vice analyzed 150 far-right public channels on Telegram and found that more than two-thirds were created in the first eight months of 2019, concluding that not only had white nationalists increased their presence on the platform but that the nature of content shared on these channels had grown increasingly radical and violent over the course of their investigation.

(Source: Telegram)In turn, online communities devoted to far-right extremism use public channels on Telegram to further amplify the political writings and videos of mass shooters, which accumulate thousands of views and help the channels further grow their audience on the messaging app.

Minnikhanov said the shooter, a 19-year-old with a registered weapon, had been arrested. The independent Novaya Gazeta news site identified the alleged shooter as Ilnaz Galyaviyev and published a photograph of him in police custody. Novaya Gazeta said he was a graduate of the school.

Kozak, a student at Charles University, opened fire in Charles University and surrounding areas just after 3 pm on December 21, 2023. Later, he was found dead inside the philosophy department of the university. Police believe that this incident is not linked to domestic or international terrorism.

Around this time, Kauffmann was an active participant in Telegram channels celebrating white supremacist mass shooters and was communicating with an enlisted soldier, Jarrett William Smith, who has since been convicted for providing bomb-making material to an FBI informant.

According to the Daily Mail, before the university massacre, Kozak allegedly murdered his father in Hostoun. The news outlet also stated that authorities are exploring potential links between the shooter and the killing of a 32-year-old man and his two-month-old daughter in Klanovice, near Prague, last week.

He proceeded to commend the 19-year-old Russian shooter, Ilznaz Galyaviev, who claimed nine lives in a mass shooting at his former school in Kazan, Russia, in 2021. "When Ilznaz carried out the shooting, I came to the realization that conducting mass murders is far more lucrative than serial ones," he remarked.

In a post, Kozak asserted that the Russian school shooter Alina Afanaskina "helped me too much." It is noteworthy that the 14-year-old schoolgirl, using her father's pump-action shotgun, fatally shot a student and injured five others before taking her own life in Bryansk earlier this month. He posted, "It was as if she had come to my aid from heaven just in time."

Police have so far given no details about the motive for the violence, which occurred in the philosophy department building, where the shooter was a student. They did say, however, that they believe the shooter had killed his father earlier on the same day.

In the months leading up to the attack, the reported shooter extensively used Discord in a manner similar to journal entries, documenting both his ideological progression and his tactical and operational plans for the shooting. According to the evidence available, he meticulously curated these Discord logs and invited a small number of people into his private server to read them right before committing the attack. It appears that his Discord was designed to be consumed rather than serve as an unfiltered internal monologue.
