The first special is a reference to the Storm 2 part of Beating EVERY Naruto Ultimate Ninja Storm Game in ONE SINGLE VIDEO by SomeMoeGaming. Sebastian thought that moment was hilarious and decided to use it.
Seb's 3rd special (Override System) is a reference to the latest Fortnite season Override (with the 8-Bit Shotgun, Rebecca's Guns and the Mega Busters as weapons in the season) and the fact they added Sonic is the sole reason why he is now playing the game.
The reason why Shoutmon appears in the new 3rd hyper (Shouting Jam Session) is because Sebastian got obsessed into Digimon this year, and Shoutmon is one of his new favorites.
