Why 2 different versions?
When I was packing the contents, at first there was no issue but eventually upon installing on RPCS3 a duplicate dev_hdd0 would appear instead of simply merging with the existing dev_hdd0 folder.
Why does this happen?
No clue, all I know is that if I don't have a dev_hdd0 folder in the package the PS3 refuses to install it (guess it doesn't automatically target dev_hdd0) and if I do RPCS3 installs it but creates the dev_hdd0 within dev_hdd0 and ends up not installing anything, so this is the best next thing and I don't think anyone would care LOL.

This website is not associated with Konami or its affiliates. Just offering an alternative to obtain the DLC server items for those with the Digital / 25th Anniversary / Legacy Collection versions of Metal Gear Solid 4 until the revived DLC server is fixed and supports these versions.
HOW TO INSTALL (PLEASE READ AND FOLLOW THE INSTRUCTIONS CAREFULLY)
PC: Download the PKG for your version, then drag and drop the PKG into RPCS3 and Install.
PS3 (Requires HFW + HEN or CFW):
USB Method: Download the PKG for your version, then move it to an USB stick formatted in FAT32, plug it in the rightmost USB slot of your PS3 and go to Package Manager > Install Package Files > Standard, then install the PKG.
FTP Method: Download the PKG for your version, then use your preferred FTP client to connect to your console (Webman recommended over MultiMan as you can FTP while on XMB). Once connected, transfer the files to dev_hdd0/packages, when finished go to Package Manager > Install Package Files > PS3β’ System Storage, then install the PKG.
