The Office of Undergraduate Scholarships utilizes a University Appeals Committee to offer a scholarship appeals process for all incoming and current undergraduate students. Appeals are submitted via the Golden Opportunity Scholarship and Competitive Program Application System (GO System). The University Scholarship Appeals Committee reviews appeals on a weekly basis during designated times throughout the academic year.

The scholarships covered through this scholarship appeal process are University undergraduate admission-based scholarships, therefore graduate students are not eligible under any circumstance to receive funding from the scholarships listed on this page.

All Office of Undergraduate Scholarships are allocated for fall/spring semesters only as stated on our website and in the scholarship stipulations. Funds for these awards cannot be allocated for summer semesters for any reason.

Missing a deadline is not an extenuating circumstance; therefore, if a student misses both the scholarship deadline and appeal deadline the student will not be able to be considered for the award in question.

Reminder: Students cannot appeal for Luckyday Citizenship Foundation Scholarship and/or Honors College Achievement Scholarships. Recipients for these scholarship programs are determined through a competitive review process by external departments, and decisions made during the competitive review process are final.

Academic performance of students receiving undergraduate scholarships is monitored each fall and spring semester. Recipients must comply with various stipulations in order to continue receiving these funds. Stipulations include, but are not limited to:

This online application is extensive and may require several hours to complete. You are able to start the application and save your progress as you complete each section. We have provided an Application Information Checklist to assist you in gathering information and to streamline the process of applying for a scholarship.

Applicants must enter five Navy ROTC affiliated colleges or universities in their scholarship application. If selected, we will try to place your scholarship at your first choice school, but due to limits on the number of scholarships that may be placed at each NROTC school, your scholarship may be placed at your second through fifth choice school. The scholarship offer is for a specific school and may not be used at any other NROTC school without prior approval. You must apply to, be accepted at, and enroll in your assigned school in order to utilize the scholarship. Applying to more than just your first choice school will increase the chances for acceptance and enrollment and will therefore increase the opportunities to use a scholarship if selected.

An example may help clarify this:

Applicant has selected the Navy Option at the beginning of her application. She selects Howard University as her first choice on the scholarship application. She selects her other four choices. She selects Astrophysics (a Tier 2 major) as her intended degree program. If she is selected for a scholarship and it is placed at Howard University, she may only utilize it at Howard University. If she wishes to change the location of the scholarship at any other Navy ROTC affiliated college or university, she must have applied for admission and been accepted at the new school, as well as be approved for the scholarship to be moved to another school. She must declare Astrophysics as her degree program or she may choose another Tier 1 or Tier 2 major.

If you receive a scholarship offer, you will be required to complete and pass a medical exam and meet Air Force ROTC physical requirements in order to keep the offer. Once you have decided to accept the scholarship offer, the Air Force ROTC detachment at your selected school will provide further guidance on the actions required for the fall term of your first semester of college. Additionally, should you accept the scholarship and continue with Air Force ROTC past your freshman year, you will be obligated to serve in the U.S. Air Force or Space Force upon graduation. (NOTE: The length of your service commitment is dependent on your designated career field.)

Students can study and intern abroad during the spring, summer, fall, winter, or academic year term. Refer to each term for specific dates on the deadlines and timelines for the application cycle. It is important that students apply for the correct scholarship term according to their program dates in order to be considered for the Gilman Scholarship.

All applicants will be notified of their status via email in December 2023. All advisors will also be notified of scholarship recipients via email and will have access to the status of each student in their Gilman advisor account.

All applicants will be notified of their status via email in May 2024. All advisors will also be notified of scholarship recipients via email and will have access to the status of each student in their Gilman advisor account.

Willing to provide proof that each child needing child care is a citizen of the United States or a qualified alien. (Provide a Birth Certificate for each child or documentation that certifies the child's status.) NOTE: Parents ARE NOT required to be citizens of the United States.

Willing to provide proof of identity for all members within the household composition. (Proof of identity for the parent can be any form of a government issued document. The birth certificate or immigration status documentation can serve as proof of identity for each child in the household composition.)

Families take the scholarship to a child care provider that participates in the Maryland EXCELS program. The scholarship is a signed agreement between the State, provider and parent. The scholarship is returned to CCS Central 2 for processing. The family is responsible for paying the State assigned co-payment and any amount not covered by the Scholarship directly to their child care provider. Once the child begins care, the child care provider submits an invoice for payments and is then reimbursed for the scholarship portion of the payment by the State.

The family co-payment is the amount that the family pays for child care and is an amount assigned by the State. The amount of the co-payment for each child decreases if families are receiving scholarships for more than one child. Families eligible for Temporary Cash Assistance and Supplemental Security Income have a $0 co-payment. Many child care facilities charge an additional amount to families -- this is called an additional fee and is the difference between the amount they charge any family, the reimbursement amount and the State assigned co-pay. Payment information should be clearly addressed in any provider contract.

This application system is for students wishing to apply for the Luckyday University scholarship, the Community College scholarship and scholarships on our Regional Campuses. To proceed, you must have already applied for admissions to the university and paid the appropriate admissions application fees.

Opportunity Administrators are responsible for overseeing the scholarship funds and working with Foundation staff regarding setting up new opportunities, maintaining existing opportunities and issuing awards. Budget Approvers are responsible for verifying cash is available for issuing awards and approving the scholarship expenditures. Reviewers are responsible for reviewing potential applicants and providing feedback on recipients. Anyone can be granted the Reviewer role; however, individuals authorized to be an Opportunity Administrator or Budget Manager can only be assigned one of these roles. Check with your student to see which internet browser they are using. Internet Explorer (IE) is not a supported browser of the platform and as such is not recommended for use. Students who choose to use IE will get a banner message at the top of their screen indicating it is not a supported browser. The message will remain until they dismiss it; however, there are reported functionality issues with IE, including students not being able to submit their general application. As such, it is recommended you direct them to an alternate browser like Chrome or Firefox. If they are using the correct browser, please refer to the Students Missing Emails or Data document found on the FS4U project site under Resources which provides more details on why students may be experiencing issues applying for scholarships. 17dc91bb1f
