Many Oregonians oppose HB 3991 because they see it as a broad increase in the cost of driving and doing business. It raises several transportation taxes and DMV fees, adds a new per-mile charge for EVs and hybrids, and gives more rate-setting power to appointed officials rather than voters, all while concerns linger about fairness for rural drivers and trust in how funds will be managed.

• 6 cent Gas Tax increase — raises Oregon’s state gas tax to 46¢/gal; the current rate is 40¢.

• 100% Payroll Tax increase — doubles the statewide employee payroll transit tax from 0.1% to 0.2% of wages in 2026–27.

• $139+ Vehicle Title Fees increase — increases the standard title fee from $77 to $216 (a $139 jump). 

• $30 Fee for EVs/Hybrids — Requires EVs (2027) and hybrids (2028) to pay a per-mile road-usage charge equal to 5% of the gas-tax rate or a $340 annual alternative.

• $42+ Vehicle Registration fee increase — raises the base passenger-vehicle registration from $43 to $85 per year. 

• New Road Usage Charge — creates a mandatory per-mile RUC for EVs in 2027 and hybrids in 2028.

Dear Sir or Madam,

I’m writing as your constituent to strongly urge you to vote no on HB 3991. From the public testimony and community feedback I’ve seen, the vast majority of Oregonians oppose this transportation bill. I understand the urgency at ODOT and that workers could face layoffs if new revenue is not approved. I do not want anyone to lose their job. But viable alternatives have been presented that prioritize audits, cost controls, reprioritizing projects, and tapping existing and federal funds before raising taxes and fees on families and small businesses. We must pursue those options first.

HB 3991 raises everyday costs at a time when many are already stretched too thin. A gas tax increase of more than six cents a gallon will hit commuters, rural drivers, and contractors who cannot avoid the miles they drive. Higher DMV fees, including a $139 jump in the vehicle title fee and an increase of more than $42 per year in registration for most cars, will make basic vehicle ownership too expensive for many. Doubling the statewide payroll transit tax for two years squeezes workers’ paychecks and raises employer payroll costs, which often show up later as higher prices or fewer hours. The new road usage charge and related fees for EVs and then hybrids will add new compliance burdens and costs for families who invested in cleaner vehicles in good faith. For small businesses that rely on pickups, delivery vans, or fleets, these changes stack together, increasing the price of every trip, every delivery, and every job bid. For households, the same stack shows up as higher fuel, higher registration, higher titling, and a new mileage bill on top of already rising insurance and maintenance.

We all want safe roads, reliable bridges, and strong transit. The question is how we pay for them without deepening the affordability crisis. HB 3991 asks ordinary Oregonians to shoulder more, while concerns about agency performance, project overruns, and accountability remain unresolved. Please push for a package that starts with independent performance audits, trims low-value projects, and sequences any revenue changes after real savings and reforms are proven. There are better ways to protect ODOT jobs and deliver transportation improvements than passing broad, permanent cost increases onto working families and local employers.
