In countries where rights remain available, non-participating EBU Members shall have a first option, to be exercised within a deadline set by the EBU, to purchase the Shows for their territory. Depending on the facilities available, non-participating broadcasters from countries where rights remain available may also request the right to send a commentator, and/or a production team, to the ESC.
