This seems more true-to-life than the way previous Law & Order series have handled organized crime stories. After all, it's a lot easier to catch the low-hanging fruit than the people giving orders in these kinds of cases.
[S1E2] Not Your Father's Organized Crime
Detective Elliot Stabler, now a member of an elite organized crime task force, relocates to New York after years of absence and works to take down a crime family who has been selling fake N95 respirators and personal protection equipment overseas while searching for the people responsible for his wife's murder.
During the War in Ukraine, a teen girl's whole family is killed. She comes to New York where she is being trafficked. She runs in the street with blood on her face when Frank Cosgrove finds her and she gets hit by a car. While he is leading EMTs to her, the perp kills her and gets away before Cosgrove can react. Cosgrove teams up with Jalen Shaw to work on the case. They find out that the girl was living with her aunt and was missing for two months. They also find out from the ME that saltwater was on her hands. They learn there was a yacht party going on at a local pier. They go to the owner of the yacht who says he leases it out to people. They visit Olivia Benson who gives them access to the camera in the area. They find out that there was a person chasing the teen. When they go to visit the person, Mark Sirenko, Cosgrove threatens him. Cosgrove gets questioned by Elliot Stabler as OCCB has been investigating Sirenko for organized crime ties. When they find out that Stabler has a CI in Sirenko's employ, Stabler refuses for him to get involved but then changes his mind after Cosgrove said that wasn't the Stabler he heard about. Stabler's CI clones Sirenko's phone and almost gets killed in the process. Stabler has Benson try to find information on a woman they found on Sirenko's phone. SVU finds her location, Cosgrove and Stabler raid the house, then arrest the woman and find a 14-year old girl in a bedroom.
Following the reveal that his parents were linked to organized crime, Bruce Wayne visits Crime Alley to collect his thoughts. Met there by Alfred, he confronts him about the rumours and asks to tell him everything. Alfred reveals that what Falcone, and the press are saying is true and that his father, Carmine Falcone and Hamilton Hill were partners, running Gotham's organized crime. He also reveals that he had kept this information to protect Bruce, hoping that he could raise him much differently than his father.
If Bruce decides to visit Hill as himself, he enters his office by charming his secretary. Showing surprise that Bruce has decided to visit him, Hill is presented with an audio clip of him confessing his hand over of evidence of Bruce's family's corruption. Hill confesses that he has been working for Penguin, but claims that it was through blackmail, as Penguin threatened to attack that night's debate. He also confessed that he, Falcone and Thomas Wayne were indeed partners and had worked together to control organized crime. He also offers to tell Bruce a "family secret", if he cuts funding for Dent's campaign.
