ORIENTATION BRIEFING FOR PUNONG BARANGAYS AND BARANGAY SECRETARIES ON THE COMPREHENSIVE ROAD INVENTORY

This sub-project aims to:
Orient Punong Barangays and Barangay Secretaries on the objectives, scope, and importance of the Comprehensive Road Inventory for the Municipality of Rosario, Batangas;
Clarify barangay roles and responsibilities in road identification, access facilitation, validation of road names, and boundary confirmation during field data collection;
Present the basic methodology, data requirements, and field procedures consistent with the DILG Local Road Management (LRM) Manual;
Establish coordination protocols, schedules, and points of contact between the Project Team and barangay officials;
Secure barangay support to ensure accurate, complete, and timely implementation of the road inventory activities.

ORIENTATION BRIEFING FOR PUNONG BARANGAYS AND BARANGAY SECRETARIES ON THE COMPREHENSIVE ROAD INVENTORY SUB-PROJECT
This Sub-Project is part of the work program that outlines the systematic approach for conducting a complete Comprehensive Road Inventory of all municipal, barangay, and other roads within the Municipality of Rosario, Batangas.
It is developed in accordance with the DILG Local Road Management (LRM) Manual, particularly the guidance in:
Chapter 3 – Local Road Planning (Inventory of Local Roads)
Annex 2C – Template for Local Road Inventory
Annex 2D – Inventory Summary
RBIVA Guidelines (Annex 6) for hazard and vulnerability considerations
This ensures that the resulting inventory will support compliant and evidence-based road planning, budgeting, and prioritization processes of the LGU.
OBJECTIVESThis sub-project aims to:

This sub-project involves the conduct of a half-day orientation briefing for Punong Barangays and Barangay Secretaries as part of Phase 1: Preparatory Activities of the Comprehensive Road Inventory.
The activity shall provide an overview of the road inventory process, including the purpose of the inventory, expected outputs, barangay participation requirements, and coordination mechanisms. It shall also serve as a venue to address questions, align expectations, and formally launch barangay-level cooperation prior to field deployment.

The activity shall be organized and facilitated by the Project Lead with technical inputs from the Office of the Municipal Engineer and planning support from the MPDC. Administrative coordination shall be undertaken with the Office of the Municipal Mayor and Municipal Administrator.
Barangay officials shall be formally invited through official communication prior to the activity.
This sub-project forms an integral component of Phase 1: Preparatory of the Comprehensive Road Inventory for the Municipality of Rosario, Batangas, and directly supports effective implementation, barangay coordination, and data accuracy during subsequent field activities.
Monitoring of the sub-project shall focus on:
Number of barangays represented during the orientation.
Participant attendance and engagement.
Completion of planned orientation agenda and topics.
Evaluation shall be based on attendance records, documentation, and post-activity coordination readiness for field deployment.
